Japan has reached a critical juncture in its struggle with overtourism. In a move with clear legal and governance implications, the Japanese government has established a new cross-ministerial body—described as a “control tower”—to manage the rising social tensions linked to record tourist numbers.

This is more than tourism policy. It's an institutional acknowledgment that unregulated visitor flows now affect public order, real estate, traffic, and community well-being—domains typically governed by legal norms, not travel brochures.

The body will coordinate across ministries, proposing legal measures such as:

Stricter licensing rules (e.g. for foreign drivers),

Real estate ownership controls for non-citizens,

And enhanced enforcement capacity for local governments.

Japan’s response signals a broader trend: overtourism is no longer just a planning or economic issue. It's becoming a matter of legal governance.
