UTU enabled use of the Messaging service provider model with Finnish Customs’ message exchange!

◽ This means that the holder of a message exchange authorisation can authorise another party to send customs messages on their behalf. Initially, the model only allowed for an authorisation holder to have one messaging channel to Finnish Customs, but in summer, Finnish Customs changed this rule. Now an authorisation holder can send customs messages themselves and also use a service provider to do so.

◽ A service provider permit is still required if the authorisation holder wants the service provider to use their own import customs guarantee. This is similar to the Technical Dispatcher (Tekninen lähettäjä) authorisation that existed in the ITU system.

🔵 We offer our customers demanding maritime packaging and shrink-wrapping for special containers in our customs bonded Helsinki harbor cargo handling terminal. In practice, we’ve moved away from using light tarpaulin covers as there were issues with their durability during maritime transport.

🔵 Nowadays we are able to shrink-wrap even large collies. However, for packaging and shrink-wrapping, we’ll need more time at our terminal, depending on the project and the size of the collies, so please take this into account in shipping schedules.

🔵 Packaging is always designed to meet the customer’s needs and requirements. Our expertise and years of experience mean that we can help our customers to determine their packaging needs!

Changes to how commodity codes are processed 👇

✔️ At the start of the year, we will slightly change how we work when it comes to declaring commodity codes in imports, exports and transits.

✔️ If a consignment includes commodity codes valid in the EU that describe the goods to be cleared at a sufficient level, these will be processed as additional information to the customs declaration, as earlier.

✔️ On the other hand, if the required, accurate commodity codes are missing, we will have to find and determine them ourselves. This requires specialist expertise and sometimes large amounts of extra work, and we will naturally have to charge for this based on our new pricing structure.

Changes to how customs commissions are ordered 📢

↗️ The procedure for placing customs declaration orders will change at the turn of the year. SA-TU´s Customs clearance ePortal will become the primary ordering channel if the customer does not use EDI messaging or other digital channels.

↗️ The ePortal is continuously developed and will be extended so that Finnish Customs notices, as well as SA-TU’s own relevant notices will be uploaded directly. Through the portal, we are able to offer our customers real-time monitoring and direct contact with the party submitting the customs declaration. Finnish Customs’s decisions will also be available to view in real-time.

↗️ Export departure confirmations will not be transferred to the ePortal, however. This is because they can arrive months later, so monitoring them through the portal would not be as useful.

↗️ Declarations ordered via email will only represent a very small fraction of the total number of declarations made by SA-TU. We will not necessarily be able to guarantee the same response time for these as for declarations ordered through the ePortal or messaging.

Tariff quotas to open at the turn of the new year!

🔵 Don’t forget that the tariff quotas for a few products – such as foodstuffs and steel
products – will re-open at the start of 2022. Some of the quotas will be filled very quickly, so it pays to keep an eye out!

🔵 There will also be some changes to how quotas are filled due to the Finnish Customs’ new UTU customs and tariffs system. Even if you receive a decision from Finnish Customs during the first stage of the customs declaration stating that the consignment to undergo customs clearance is included in a quota, the decision may still change within a few days thereafter. This is because the EU sets and monitors quota tariffs and it is only in that stage that we can know with certainty whether the batch in question truly was included in the quota. It is therefore advisable to take the possibility of such unexpected changes to duties into account.

🔵 If a product is subject to a quota, it pays to act early and to actively monitor the status of the quota.

UTU, the Finnish Custom’s new customs and tariff system has caused challenges and delays:

🔵 Delays have particularly affected customs clearance for food, and clearance involving other authorities.

🔵 Because the flow of information between different authorities is not always smooth, we have to send documents to various authorities. This additional work was not previously necessary. However, we believe that cooperation between authorities will improve over time.

Did you know that new IPAFFS system is used when exporting products of animal origin to Great Britain?

↗️ Great Britain is introducing the new IPAFFS system for importing products of animal origin from the EU in early October.

↗️ Notifications must be given 24h before the consignment arrives in Great Britain. In addition, export products must also have a health certificate from the country of origin.

↗️ Notifications will be submitted via the Traces system and SA-TU is now also able to provide these notifications on behalf of the exporter.

This is how we have improved our work towards a more sustainable business:

♻️ Did you know that our customs delivery car has run on gas for just over a year and has clocked up around 50,000 kilometres? This has significantly reduced carbon dioxide emissions, as the use of natural gas in passenger cars and vans reduces emissions by up to approximately 25% in comparison to petrol. As such, we are now more environmentally friendly when we work on your behalf in the chambers of commerce, customs offices and other places.

♻️ Waste is created from every imported container we unload in our Helsinki harbor cargo handling terminal. Nowadays, our cargo handling unit carefully sorts all of the waste generated by our operations into metals, cardboard, plastic, wood, biowaste, and glass!

SA-TU regularly handles block trains arriving at Vuosaari, as well as export block trains. SA-TU railway department staff has been increased and we are updating our software capabilities as well.

We have great news for you - the transport department is growing larger and stronger!

↗️ We are phasing in our new transport management systems later this year. At the same time, transport status monitoring and orders placed through portals will be updated.

↗️ We will begin the updates with LCL/LTL distribution services and inform our customers of any changes in good time and provide them with instructions, including any changes to user credentials and passwords.

Our cargo handling unit focuses on efficiency and production reliability- this is how:

🔘 We added three new forklifts to our terminal’s fleet, which improved production reliability and efficiency.

🔘 We’ve also significantly invested in other cargo handling and lifting equipment in order to guarantee a wide range of safe and efficient terminal operations.

🔘 We aim to take into use our new warehouse and terminal software later this year!
