ពិធីចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងហិរញ្ញប្បទាន សម្រាប់គម្រោងគ្រប់គ្រងធនធានទឹកចម្រុះហ្វូណនតេជោ (BOT)
នៅថ្ងៃទី៩ ខែកញ្ញា ឆ្នាំ២០២៦ ពិធីចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងហិរញ្ញប្បទាន សម្រាប់គម្រោងគ្រប់គ្រងធនធានទឹកចម្រុះហ្វូណនតេជោ (BOT) ត្រូវបានប្រារព្ធឡើងនៅទីក្រុងសៀមិន សាធារណរដ្ឋប្រជាមានិតចិន ក្នុងឱកាសនៃពិព័រណ៍ពាណិជ្ជកម្មអន្តរជាតិចិនសម្រាប់ការវិនិយោគ និងពាណិជ្ជកម្ម ឆ្នាំ២០២៦ (CIFIT)។
កិច្ចព្រមព្រៀងហិរញ្ញប្បទានត្រូវបានចុះហត្ថលេខាដោយ ឯកឧត្តម អៀង ស៊ុនលី ប្រធានក្រុមប្រឹក្សាភិបាលក្រុមហ៊ុន Funan Techo Coastal-Inland Waterways Company Limited (“អ្នកខ្ចី”) និងលោកស្រី Shu Chang អគ្គនាយករងនៃនាយកដ្ឋានធនាគារសាជីវកម្ម នៃធនាគារនាំចេញ-នាំចូលចិន ដែលមានតួនាទីជាអ្នករៀបចំក្រុមធនាគារផ្តល់ឥណទាន (Arranger of the Syndicate)។
ពិធីចុះហត្ថលេខានេះ ត្រូវបានផ្តល់កិត្តិយសដោយមានការអញ្ជើញចូលរួមពីតំណាងរាជរដ្ឋាភិបាលកម្ពុជា និងដឹកនាំដោយ ឯកឧត្តម ស៊ុន ចាន់ថុល ឧបនាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា រួមជាមួយ ឯកឧត្តម ឱម ម៉ាក់ធារិទ្ធ អគ្គនាយកនៃនាយកដ្ឋានភាពជាដៃគូរវាងរដ្ឋ និងឯកជន នៃក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ។
ពិធីនេះ ក៏មានការអញ្ជើញចូលរួម និងធ្វើជាសាក្សីពីតំណាងម្ចាស់ភាគហ៊ុនរបស់ក្រុមហ៊ុន Funan Techo Coastal-Inland Waterways Company Limited (FTCC) រួមមាន លោក Du Fei ប្រធានក្រុមហ៊ុន China Road and Bridge Corporation (CRBC) លោកឧកញ៉ា Vann Charles Chuon តំណាងឱ្យក្រុមហ៊ុន Overseas Cambodian Investment Corporation Ltd. (OCIC) ឯកឧត្តម លូ គឹមឈន់ ប្រធាន និងអគ្គនាយកកំពង់ផែស្វយ័តក្រុងព្រះសីហនុ (PAS) ឯកឧត្តម ហ៊ឺ បាវី ប្រធាន និងអគ្គនាយកកំពង់ផែស្វយ័តភ្នំពេញ (PPAP) លោក Yang Jie អគ្គនាយកក្រុមហ៊ុន CRBC ប្រចាំកម្ពុជា និងលោក Wang Huan អគ្គនាយកប្រតិបត្តិក្រុមហ៊ុន FTCC។
ការចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងហិរញ្ញប្បទាននេះ គឺជាព្រឹត្តិការណ៍ដ៏សំខាន់មួយសម្រាប់គម្រោងគ្រប់គ្រងធនធានទឹកចម្រុះហ្វូណនតេជោ (BOT) និងបង្ហាញពីការបន្តកិច្ចសហប្រតិបត្តិការ ព្រមទាំងការប្តេជ្ញាចិត្តយ៉ាងមុតមាំរបស់ភាគីពាក់ព័ន្ធទាំងអស់ ក្នុងការគាំទ្រដល់ការរៀបចំហិរញ្ញប្បទាន និងការអនុវត្តគម្រោងហេដ្ឋារចនាសម្ព័ន្ធជាតិដ៏មានសារៈសំខាន់ជាប្រវត្តិសាស្ត្រនេះ ឱ្យទទួលបានជោគជ័យ។

Signing Ceremony of the Facility Agreement for the Funan Techo Integrated Water Resources Management (BOT) Project
On 9 September 2026, the signing ceremony of the Facility Agreement for the Funan Techo Integrated Water Resources Management (BOT) Project was held in Xiamen, the People’s Republic of China, on the sidelines of the 2026 China International Fair for Investment and Trade (CIFIT).
The Facility Agreement was signed by H.E. Ieng Sunly, Chairman of Funan Techo Coastal-Inland Waterways Company Limited (the “Borrower”); Ms. Shu Chang, Deputy General Manager of the Corporate Banking Department of the Export-Import Bank of China, acting as the Arranger of Syndicate.
The signing ceremony was honoured by the presence of representatives of the Royal Government of Cambodia and was presided over by H.E. Sun Chanthol, Deputy Prime Minister of the Kingdom of Cambodia, together with H.E. Om Macthearith, Director General of the Public-Private Partnership Department of the Ministry of Economy and Finance.
The ceremony was also attended and witnessed by representatives of the shareholders of Funan Techo Coastal-Inland Waterways Company Limited (FTCC), including Mr. Du Fei, Chairman of China Road and Bridge Corporation (CRBC); Oknha Vann Charles Chuon, representing Overseas Cambodian Investment Corporation Ltd. (OCIC); H.E. Lou Kim Chhun, Chairman & CEO of Sihanoukville Autonomous Port (PAS); H.E. Hei Bavy, Chairman & CEO of Phnom Penh Autonomous Port (PPAP); Mr. Yang Jie, General Manager of CRBC Cambodia; and Mr. Wang Huan, Chief Executive Officer of FTCC.
The signing of the Facility Agreement represents a significant milestone for the Funan Techo Integrated Water Resources Management (BOT) Project and reflects the continued cooperation and strong commitment of all relevant stakeholders toward the successful financing and implementation of this historical national infrastructure initiative.
The occasion also underscores the enduring cooperation between the Kingdom of Cambodia and the People’s Republic of China, as well as the shared commitment of the participating institutions and partners to support Cambodia’s infrastructure development and long-term economic and social progress.
