Robertsfield-The Airport Manager of Roberts International Airport (RIA), Hon. James Mulbah, convened a high-level facilitation meeting at the RIA Terminal to strengthen operational efficiency and elevate service delivery.

The meeting, aimed at improving operational efficiency and passenger experience, brought together key representatives from airport staff and critical government agencies to address pressing infrastructure and service delivery challenges. Participating institutions included the Liberia Immigration Service, the Liberia Drug Enforcement Agency, the Liberia Revenue Authority, and the Ministry of Agriculture, among others.

During the session, participants identified and discussed several pivotal issues to improve airport operations. Key discussion points included the urgent need to upgrade the check-in system to reduce wait times and enhance passenger convenience. Stakeholders also called for the construction of a Unit Load Device (ULD) storage facility at NAS-Menzies to streamline cargo handling and improve logistical efficiency. The completion of the airport’s lighting system was highlighted as a critical safety and operational priority.

LAA Conducts Awareness Sessions on New Employee Handbook

The Liberia Airport Authority, through its Human Resources Department, held a weeklong series of awareness sessions from April 15–21, 2026, at Roberts International Airport. The sessions were designed to educate staff on the newly approved Employee Handbook and ensure consistent understanding across all departments.

The Handbook was formally approved by the (LAA) Board of Directors on March 31, 2026. It serves as the primary guide for professional conduct at Liberia’s main international gateway. Beyond setting standards for workplace behavior, it outlines employee rights and responsibilities, establishes clear reporting and disciplinary procedures, and reinforces core values of accountability, transparency, and teamwork.

During the rollout, HR Manager Francis F. Kpaka emphasized the strategic importance of the document, stating: “This Handbook is more than a set of rules. It is a framework to empower our workforce, align our operations with international best practices, and strengthen the bonds that make us an effective team.”

Key Highlights Covered in the Sessions were:

- Code of Conduct: Updated expectations for professionalism, customer service, and safety compliance within the airport environment.
- Employee Rights & Benefits: Clearer explanations of leave policies, grievance procedures, workplace safety protections, and career development opportunities.
- Accountability Measures: Standardized processes for performance evaluation, conflict resolution, and disciplinary action to ensure fairness and consistency.
- Team Culture: New sections dedicated to interdepartmental collaboration, respect in the workplace, and LAA’s commitment to service excellence.

The awareness initiative brought together staff from operations, security, administration, maintenance, and customer service units. Interactive discussions allowed employees to ask questions, share feedback, and review practical scenarios drawn from daily airport functions.

According to the HR Department, the Handbook will be reviewed annually to reflect evolving industry standards and feedback from staff. Copies will be distributed to all employees, with digital versions made available on the (LAA) intranet for easy access.

The Authority believes that widespread understanding of the Handbook will contribute to improved service delivery at (RIA), better workplace morale, and stronger alignment with International Civil Aviation Organization standards.

His Excellency President Joseph Nyumah Boakai has directed the Managing Director of the Liberia Airport Authority (LAA), Hon. Ernest R. Hughes, to immediately return to his official duties.

Hon. Hughes had previously requested a leave of absence to allow the investigation into allegations against him to proceed without interference, stating that his decision was intended to avoid any actual or perceived influence on the process. The President granted the request, reaffirming his administration’s commitment to transparency, accountability, and due process.

After a thorough investigation by the Ministry of Justice, Hughes has been cleared of all criminal charges, including the allegation of a 15% kickback.

This decision reflects the President’s confidence in Hon. Hughes’ leadership and underscores the government’s dedication to strengthening public institutions through fairness and integrity.

Robertsfield, April 14, 2026 –The Liberia Airport Authority (LAA) wishes to inform all employees and the general public that it has acknowledged the existence of outstanding salary arrears affecting personnel at the James Spriggs Payne Airport, dating back to 2020.

Management clarifies that these arrears resulted from operational disruptions caused by the COVID-19 outbreak, which significantly impacted airport activities and revenue during that time. Additionally, the transition in administration further complicated efforts to promptly address the situation.

Despite these challenges, Management has made significant payment towards arrears and assures all affected employees that concrete steps are being taken to permanently resolve the matter. The LAA confirms that funds have been allocated within the current National Budget to settle the outstanding arrears and related obligations.

Management is currently working closely with the Ministry of Finance and Development Planning to complete all necessary procedures required in accessing the allocated funding.

Employees can be assured that payments will be made on or before June 30, 2026.

Furthermore, Management emphasizes that salary payments at James Spriggs Payne Airport have remained current since September 20, 2020, reflecting its ongoing commitment to the welfare of its workforce.

On April 9, 2026, adverse weather conditions around ROB Airport prevented the aircraft from safely landing at Roberts International Airport.

Following standard aviation procedures, the pilot elected to divert to Freetown, Sierra Leone.

LAA confirms that this decision was based solely on weather challenges and not due to lighting or infrastructure issues at the airport.

Safety remains our highest priority, and we continue to uphold international standards in all operations.

The Liberia Airport Authority (LAA) today commissioned a high capacity new fire truck and two heavy-duty tractors, delivering a major boost to emergency response capabilities and airfield maintenance at the country’s premier international gateway.

The initiative was executed under the visionary leadership of the LAA Management Team and the Board of Directors as part of a comprehensive drive to upgrade Liberia’s aviation infrastructure and fully meet stringent international standards.

The move, according to the LAA’s Acting Managing Director, John Z. Buway, will enhance Roberts International Airport’s readiness to handle high-risk emergencies, key requirements as the LAA accelerates its drive toward achieving the prestigious Category 9 certification, the highest international standard for airport firefighting and safety.

At the commissioning ceremony, Hon. Buway described the new equipment as a game-changing milestone in Liberia’s aviation modernization journey.

“The new fire engine strengthens our capacity to respond swiftly and effectively to any emergency,” Hon. Buway stated. “It directly safeguards the lives of passengers, crew, and airport personnel while aligning Roberts International Airport with global best practices in aviation safety.”

Acting Managing Director Buway further underscored the critical role of the two heavy-duty tractors, which will enable rigorous and consistent vegetation control across the airport.

“This investment goes far beyond equipment—they embody our unwavering commitment to safety, regulatory compliance, and service excellence,” Buway added.
