Proposed ₱5 Billion Waste-to-Energy Plant in Davao City 🚛🌱💚
Driven by Davao City’s rapid development, the city produces an estimated 700 to 800 tons of municipal solid waste (MSW) daily. This massive volume places significant strain on existing facilities, particularly the New Carmen Sanitary Landfill. To address this challenge, a Waste-to-Energy (WtE) project is being proposed by the City Government of Davao under the leadership of Mayor Sebastian "Baste" Duterte. This facility will provide an integrated solution by reducing waste volume, generating renewable energy, and decreasing landfill dependency, all while supporting the city’s long-term sustainable solid waste management strategy in line with national environmental policies.
The project seeks to implement advanced Japanese WtE technology under a Grant Aid Concession Scheme, representing a modern approach to MSW management. Beyond energy recovery, the facility is expected to enhance environmental sanitation, improve local air and soil quality, and mitigate the public health risks associated with conventional landfill operations, strictly aligning with international best practices.
The proposed 9.0-hectare project site is located at Sitio Pungot, Purok 6, Barangay Biao Escuela, Davao City. Once operational, the WtE plant is expected to process 600 tons of MSW per day with a power-generating capacity of 11 megawatts (MW).
The choice of WtE option influenced by the availability of financial backing from Japan and the availability of a highly suitable property at Sitio Pungot. Furthermore, the project lot is already titled to the City Government of Davao.
To engage stakeholders, the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB) held a public scoping event for the project on April 15, 2026, at the Biao Escuela Barangay Gym.
