Transport workers and leaders from across Mindanao came together for the NCTU Mindanao Regional Conference to strengthen our organization, share our experiences, and plan our collective actions for the months ahead.

Together, we discussed the challenges facing transport workers—from rising fuel prices and the continuing implementation of the Public Transport Modernization Program to the need for decent work, social protection, and genuine government support. More importantly, we reaffirmed our commitment to fight for a Just Transition—one that protects workers' livelihoods while building a modern, safe, and accessible public transport system.

The conference also strengthened our solidarity as unions and transport cooperatives, recognizing that our collective voice is our greatest strength in advancing the rights and welfare of transport workers.


United in purpose and action, we continue to organize, educate, and mobilize for a transport sector that is worker-centered, people-oriented, and socially just.

With hearts full of hope and renewed determination, we proudly celebrate the successful conclusion of the National Transport Summit organized by the National Confederation of Transportworkers Union (NCTU).

This gathering was more than just a conference—it was a powerful space where transport workers from different regions of the country came together to share their experiences, struggles, victories, and aspirations for a better transport sector.

Through meaningful discussions, collective reflection, and solidarity-building, we strengthened our common vision of a transport system that is just, sustainable, inclusive, and centered on the welfare of both workers and commuters.

The summit was marked by vibrant exchanges of ideas, honest conversations about the challenges facing the transport sector, and collective commitments to continue advancing the rights and welfare of transport workers. From discussions on service contracting, social protection, fuel subsidies, transport modernization, labor rights, and public transport reform, every session reflected the resilience and determination of our sector to move forward together.

We extend our deepest gratitude and solidarity to our brothers and sisters from the ITF - International Transport Workers' Federation (ITF) through Amosup Official and Olof Palmes Internationella Center for their generous support. Your assistance made this important gathering possible and comfortable for all participants. Your unwavering commitment to workers' solidarity continues to inspire us and strengthens our collective struggle for dignity, decent work, and social justice.

We also sincerely thank the National Anti-Poverty Commission-Cooperative Sector Council and the Move As One Coalition for their partnership, support, and commitment in helping make this event a success.

Special appreciation is also extended to Akbayan Party-list Representative Perci Vilar Cendana and Department of Transportation - Philippines Assistant Secretary for Road Transport and Non-Infrastructure Dioscoro Reyes for serving as panel reactors and engaging directly with transport workers’ concerns and perspectives. Their participation enriched the discussions and reinforced the importance of dialogue between workers and government.

We also express our sincere appreciation to Ms Mary Rose Villaflor Under Secretary of National Anti-poverty Commission delivered a meaningful solidarity message that underscored the realities confronting transport cooperatives amid the ongoing modernization and economic challenges facing the sector. NAPC emphasized the need to protect small operators and transport cooperatives, strengthen government support mechanisms, and ensure that transport modernization remains people-centered and inclusive. Their solidarity reaffirmed that the struggle for accessible public transport and decent work is a shared responsibility among workers, cooperatives, and government institutions.

To every transport worker, union leader, cooperative affiliates representative, partner organization, resource speaker, and ally who took the time to attend and participate. Many traveled long distances, left their families and daily livelihoods, and dedicated their time to ensure that the voices of transport workers would be heard and represented. Your presence, insights, and commitment were the true driving force behind the success of this summit.

The energy throughout the summit was inspiring. The discussions were fruitful, the exchanges were rich, and the spirit of unity was stronger than ever. Despite the many challenges confronting our sector, the gathering demonstrated that transport workers remain organized, hopeful, and ready to work collectively for meaningful reforms and better public transportation for all.

As we leave this summit, we carry with us not only resolutions and plans but also renewed confidence in the power of collective action. Together, we will continue advocating for policies that protect workers, strengthen public transportation, and ensure that no transport worker is left behind.

The road ahead may be challenging, but the National Transport Summit has shown that when transport workers unite, organize, and stand in solidarity, we can move our sector—and our nation—forward.

The National Transport Summit 2026 envisions a strengthened and more united transport movement capable of collectively responding to the pressing economic, social, and political challenges confronting transport workers and the commuting public. Through the participation of transport workers, cooperatives, unions, government representatives, civil society organizations, women, and youth leaders, the summit aims to create a meaningful space for dialogue, solidarity-building, and collective action towards a democratic, sustainable, and people-centered transport system.

The summit is expected to deepen the shared understanding of the current realities faced by the transport sector, particularly the impacts of rising fuel prices, unstable livelihoods, inadequate social protection, and the ongoing implementation of transport modernization policies. It seeks to consolidate the voices and demands of transport workers and organizations regarding critical government programs such as service contracting, fuel subsidy, TUPAD, equity subsidy, AICS, and the broader Public Transport Modernization Program.

Ultimately, the National Transport Summit 2026 aspires to contribute to the broader struggle for social justice and sustainable development by advancing a public transport system that is accessible, affordable, worker-centered, gender-responsive, youth-inclusive, and genuinely responsive to the needs of the Filipino people.

The Visayas Regional Conference was successfully held with the participation of transport workers from different sectors across the region. The activity became a space to discuss the current situation of transport workers and strengthen unity among the participants. The conference was also attended by a representative from Land Transportation Franchising and Regulatory Board Region 7, who joined the discussions and listened to the concerns raised by the participants.

During the discussions, transport workers raised serious concerns about their livelihood. Many shared that there is already little to no take-home pay because their income is no longer enough to sustain daily operations. The continuous increase in oil prices and the rising cost of basic services have greatly affected both workers and operators. Transport workers also expressed disappointment over the government’s slow and insufficient response to these issues. Many felt that prices were allowed to continuously increase while wages and support remain inadequate. Operators also shared that the "ayuda" being provided is still not enough, while the tourist transport sector continues to receive less priority.

The conference also highlighted the need for fair assistance, equal government response, and proper implementation of programs and crisis response for the transport sector.

Despite the many challenges raised, the conference ended with high morale and strong unity among the participants. Everyone was very happy with the outcome of the activity, which strengthened their commitment to continue organizing and collectively pushing for better conditions for transport workers.

The Luzon Conference successfully gathered transport workers, and different regions in Luzon to discuss the current situation of the transport sector and strengthen collective action for the welfare of both transport workers and commuters.

Throughout the conference, participants openly shared the major challenges they continue to face in their daily operations and livelihoods. Among the key issues raised was the continuous oil price hike, which has greatly reduced the income of drivers and operators while increasing the burden on transport workers and the commuting public. Participants also expressed concern over the slow action of the government in addressing the urgent needs of the transport sector. Many shared frustrations regarding the lack of immediate and concrete support for transport workers amid rising prices and ongoing economic difficulties. Another issue identified during the discussions was favoritism in the implementation of programs and policies, where many transport workers feel excluded from opportunities and decision-making processes that directly affect their livelihood.

The conference also featured important discussions from partner organizations and advocates. Representatives from the Move As One Coalition provided national updates on the current transportation situation in the country, emphasizing the importance of inclusive, people-centered, and sustainable transport policies that protect both workers and commuters. Meanwhile, Commuters for Change discussed the importance of Service Contracting through an LGU-led approach. The discussion highlighted how local government-led service contracting can provide more stable income for transport workers, improve public transportation services, and ensure better mobility for commuters while strengthening accountability and public service delivery.

Despite the many challenges raised during the conference, the gathering concluded with high spirits and renewed unity among participants. Transport workers and stakeholders expressed their commitment to continue organizing, advocating, and pushing for genuine reforms toward a sustainable, equitable, and people-oriented public transport system.
