U.S. Customs and Border Protection (CBP) is currently enforcing enhanced scrutiny under its “5H” examination protocol. To minimize the risk of container detention or rejection, importers must ensure full documentary compliance—including accurate, complete, and truthful commercial invoices, packing lists, and entry filings—and strictly avoid undervaluation or misrepresentation of cargo value. Non-compliant shipments identified during 5H review are subject to refusal of entry and mandatory re-exportation at the importer’s expense.
