Periodic Inspections
Every tank has to be inspected and tested before being put into service for the first time (initial inspection) and thereafter at not more then 5-year intervals
a 5-year periodic inspection. Midway between the 5-year periodic inspections, the 2.5 year periodic inspection should be performed.
The primary purpose of these examinations is to verify that a container has not suffered any damages which would render it unfit for the multimodal transport
of dangerous substances and that it can be maintained in service.
The initial inspection and test of a portable tank includes:
- a check of the design characteristics,
- an internal and external examination of the portable tank and its fittings
- a pressure test.
Before the portable tank is placed into service, a leakproofness test and a test of the satisfactory operation of all service equipment shall also be performed.
The 5-year periodic inspection includes:
- Identification of the container
- Internal examination, (as per ITCO ACC requirements)
- External examination, (as per ITCO ACC requirements)
- Checking of service equipment
- Hydrostatic test, the tank container is completely filled up with water and pressurized for at least 30 minutes
- Pneumatic / Air test to check whether there are no leakages from the fitments and mechanical joints of the tank container
The 2.5-year periodic inspection has to be carried out every 2.5 year or 30 months from the date of last 5 yearly test. The 2.5-year periodic inspection involves all the
inspections as in the case of 5 yearly periodic test except the hydrostatic test. The test can be carried with allowance of plus minus 3 months but if the test is exceeding
3 months then it becomes over due and the tank has to undergo a 5 year periodic inspection.
A portable tank may not be filled and offered for transport after the date of expiry of the last 5-year or 2.5-year periodic inspection and test. However, a portable tank
filled prior to the date of expiry of the last periodic inspection may be transported for a period not to exceed three months beyond this date.
In addition, a portable tank may be transported after the date of expiry of the last periodic test and inspection:
- After emptying but before cleaning, for purposes of performing the next required periodic inspection prior to refilling
- Unless otherwise approved by the competent authority, for a period not to exceed six months beyond the date of expiry of the last periodic test or inspection,
in order to allow the return of dangerous goods for proper disposal or recycling.
