CRASA Harmonisation of the Postal and Information Communications and Technologies (ICT) regulatory environment in the SADC region.

The Communications Regulators Association of Southern Africa(CRASA) is a consultative body of regulators with focus on the telecommunications, broadcasting and postal sectors. CRASA is an amalgamated association of the regional information and Communication Technologies (ICT) regulators' association, formally known as Southern Africa Postal Regulators' Association (SAPRA) (established in 2004).

The merger between the two associations became effective on the 16th June 2011. The merger was a response to the Southern African Development Community (SADC) Ministers responsible for Telecommunications, Postal and Information Communications Technologies (ICTs) directive of June 2009 that stipulated the need to merge CRASA and SAPRA. The merger was to allow for maximization of value and benefits of convefged policy and regulatory environment as well as strengthen the harminisation of the Postal and ICT regulatory environment in the SADC region. CRASA was established under the SADC Protocol on Transport,Communications and Meteorology , which encourages the establishment of industry-based bodies or forum with a view of ensuring participation by industries in telecommunications and postal policy development. The core reason the establishment of CRASA is to facilitate harmonization of ICT and Postal policy and regulatory frameworks in SADC.

The Communications Regulator’s Association of Southern Africa (CRASA) signed a Host Country Agreement (HCA) with the Republic of Botswana on the 5th May 2017. The signing of the Agreement was done on behalf of the Republic of Botswana by the Minister of Transport and Communications, Honorable Onkokame Kitso Mokaila. The signing ceremony was held at the Ministry of Transport and Communications Headquarters in Gaborone, Botswana.

The Host Country Agreement between CRASA and Botswana establishes a legal framework in which the CRASA Secretariat will operate in Botswana. The Agreement also paves way for the recognition of CRASA as an International Organisation and at the same grants the associated privileges and immunities that are afforded by the Republic of Botswana to organisations with such recognition. These privileges and immunities that have been granted to CRASA also extend to CRASA Officials and their families. For more information visit

CRASA will convene a Digital workshop form 4 to 5 July 2016 hosted by The Independent Communications Authority of South Africa at Premier Hotel OR Tambo. The workshop aims at bringing an understanding two systems for Digital Sound Broadcasting Technology (DRM and DAB , spectrum arrangements for digital radio in ITU Region 1 and GE75, GE84,GE06D optimization for Africa.

The CRASA roaming Task Team hand a meeting from 8th to 10th June 2016 in Maputo, Mozambique. CRASA Roaming Task Team (CRTT) is a multi-country group launched on 28 March 2015 and acts within the framework of the policies and procedures of CRASA and subject to the general supervision of the CRASA Annual General Meeting (AGM). CRTT was launched to lead and monitor implementation of the SADC Roaming Glide Paths. The Glide Paths were a directive of the SADC Ministers responsible for Telecommunications, Postal and ICT meeting of Mangochi, Malawi, 21st November 2015. CRASA in conjunction with GSMA is convening a workshop on Spectrum Pricing and Auction from 18th to 19th August 2016 in Windhoek, Namibia. The Workshop will be hosted by the Communications Regulatory Authority of Namibia (CRAN). The workshop will focus on bridging the skills and knowledge gaps in spectrum valuations and auctions and how spectrum valuations and auctions can be used to achieve policy objective. The workshop will also provide a forum for the SADC ICT regulators to appreciate how license conditions, reserve prices and regulatory policy impacts spectrum values, auction participation, therefore, spectrum auction outcomes.
