ICAO - International Civil Aviation Organization ICAO is a specialized UN agency where governments cooperate on international aviation standards and planning ICAO is not a regulator.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate. Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis. ICAO standards contain never supersede the primacy of national regulatory requirements. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports. In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize. Paraguay recently became the 110th member of the ICAO Public Key Directory (PKD) community!

ICAO welcomed representatives of the Government of Paraguay to Montréal for a key import ceremony held during the ICAO TRIP Symposium, during which Paraguay formally provided the root of trust public key required to verify its electronic passports through the ICAO PKD system.

This milestone event has ensured that all States have the data required to securely and efficiently authenticate Paraguayan ePassports. By joining the ICAO PKD, Paraguay is contributing to a trusted global framework that supports secure, reliable, and interoperable ePassport authentication worldwide.

This achievement further strengthens international cooperation in border security and contributes to safer and more efficient air travel for all.

Advancing sustainable aviation across the Asia and Pacific region 🤝

ICAO, the Republic of Korea and Thailand have recently partnered on a comprehensive feasibility study to assess the potential for SAF production in Thailand under the ICAO Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) programme.

Made possible through the contribution of the Republic of Korea to the ICAO Environment Fund, the initiative will help build knowledge and identify opportunities to support the development of SAF in Thailand.

This is one example of country-level action needed to translate ICAO's shared Long-Term Aspirational Goal (LTAG) of net-zero carbon emissions from international aviation by 2050 into progress on the ground.

Developed in partnership with ICAO, the Master in Aviation: Sustainable Development Goals is a one-year programme designed to prepare specialists for the evolving needs of the aviation sector.

Offered by the Department of Law and CUST Euromed of the University of Messina, the programme brings together law, economics and management, engineering, environmental studies and aviation, with a focus on applying learning to real-world contexts. The curriculum covers 10 modules, including sustainable transport economics, sustainable development of air transport, sustainable aviation strategies and policies, sustainable business management, and airport system sustainability.
