PORT OF MONTREAL TO RESUME SERVICE

Reprise permanente des opérations au Port de Montréal et fin de l’incertitude
Montréal, le 1er mai 2021 — Les opérations du Port de Montréal retrouveront leur stabilité indispensable graduellement au cours des prochaines heures, suite à l’adoption d’une loi par le Parlement du Canada, qui prévoit la reprise et le maintien permanent des opérations portuaires. Cette décision signifie que l’incertitude opérationnelle et commerciale liée aux relations de travail entre le Syndicat des débardeurs, SCFP, section locale 375 et l’Association des employeurs maritimes (AEM) est maintenant terminée.

En vertu de cette loi, les opérations portuaires reprendront graduellement au cours des prochaines heures. Le processus établi par la loi mènera à l’établissement d’une nouvelle convention collective entre les parties, et ce sans arrêts de travail possibles. Bien qu’un règlement préalable entre les parties eût été préférable, la nature stratégique des opérations portuaires a mené à une décision mettant en lumière la nécessité d’une reprise de cette activité économique majeure.

« Cette nouvelle étape charnière permet au Port de Montréal de retrouver la stabilité et la pleine capacité de remplir son rôle stratégique de service public, et ce, sans interruption à long terme, un rôle particulièrement important alors que nous sommes encore en pleine pandémie », a déclaré Martin Imbleau, président-directeur général de l’Administration portuaire de Montréal. « Notre priorité est maintenant de planifier la reprise des activités portuaires et d’assurer un service efficace et fluide aux importateurs et exportateurs d’ici, ainsi qu’à notre client ultime, la population, dans les meilleurs délais possible. »

Rappelons qu’une valeur moyenne de 275 M$ de biens circulent chaque jour sur les quais du Port de Montréal, allant des produits agroalimentaires aux produits pharmaceutiques, en passant par des matériaux de construction et des produits phares exportés par nos entreprises d’ici.

Retour à la normale : des délais à prévoir

Les épisodes récents de grève partielle et de grève générale illimitée ont affecté de façon importante la manutention des marchandises pour les secteurs du conteneur et du vrac solide.

Les équipes de l’APM, les opérateurs de terminaux et les partenaires intermodaux du rail et du camionnage s’affairent depuis quelques jours à préparer la reprise des activités portuaires. Une dizaine de navires sont en direction du Port de Montréal et près de 20 000 conteneurs EVP (équivalents vingt pieds) sont présents sur le territoire portuaire présentement, suite aux arrêts de travail récents.

Le rétablissement des opérations et le retour à une fluidité régulière de circulation des marchandises nécessiteront plusieurs jours de travail par les travailleurs portuaires et les intervenants de la chaîne logistique. Les clients en attente d’importer ou d’exporter des marchandises doivent donc s’attendre à des délais pour les prochaines semaines.

House of Commons passes Bill C-29

Full resumption of operations at the Port of Montreal and an end to the uncertainty
Montreal, May 1, 2021 — Operations at the Port of Montreal will regain their needed stability gradually over the next few hours, following passage by the House of Commons of an Act to provide for the resumption and continuation of operations at the Port of Montreal. This decision means that the operational and commercial uncertainty related to labour relations between the dockworkers' union CUPE Local 375 and the Maritime Employers Association (MEA) is now over.

Under the Act, port operations will resume gradually over the next few hours. The process established by the legislation will lead to establishing a new collective agreement between the parties, with no possibility of work stoppages. While a prior settlement between the parties would have been preferable, the strategic character of port operations has led to a decision that highlights the need to resume this major economic activity.

"This new turning point lets the Port of Montreal regain stability and the capability to fulfill its strategic role as a public service without long-term interruptions. This role is especially important while we are still in the middle of a pandemic," said Martin Imbleau, President and Chief Executive Officer of the Montreal Port Authority. "Our priority now is to plan for the resumption of port operations and to ensure efficient and seamless service not only to local importers and exporters, but also to our ultimate client, the public, as quickly as possible."

It is noteworthy that every day, an average of $275 million worth of goods move through Port of Montreal docks, ranging from agri-food products, pharmaceuticals and construction equipment to flagship products exported by local companies.

Back to normal: delays to be expected

The recent partial strike and unlimited general strike episodes seriously affected cargo handling in the container and dry bulk sectors.

For the past few days, teams from the MPA, terminal operators and intermodal partners in rail and trucking have been preparing for the resumption of Port activities. About ten vessels are about to call at the Port of Montreal and close to 20,000 TEUs (twenty-foot equivalent units) are currently on Port territory following the recent work stoppages.

The resumption of operations and the return to the usual smooth flow of goods will take several days of work by port workers and supply chain stakeholders. Because of this, clients waiting to import or export goods can expect delays in the coming weeks.
