🌍EUDR is coming: Why European customers no longer compare plywood by price alone?

A sheet of plywood with the best price and highest grade, yet the customer hesitates — this scenario is becoming a reality. In the future, European customers will compare not just price when sourcing plywood, but also whether the supply chain is stable, transparent, and traceable.

🤔What is EUDR?
EUDR stands for the European Union Deforestation Regulation. It is not a voluntary certification but an EU regulation. Its core logic is straightforward: products entering the EU market must prove that their raw materials do not come from deforested land and that the production process complies with the laws of the country of origin. The regulation covers seven major commodity groups — wood, rubber, coffee, cocoa, palm oil, cattle, and soy — including plywood, panels, and furniture.

🔔Key time points
​​December 30, 2026​​: Large and medium-sized enterprises must be fully compliant and their products must provide a Due Diligence System (DDS) report to enter the EU market.
June 30, 2027​​: Small and micro operators (including individual merchants) will come into effect, and they need to complete compliance preparations.

🧐What does EUDR mean for domestic plywood manufacturers?
Legally, EUDR directly binds EU importers. But to complete their due diligence, importers will inevitably request information upstream. Compliance pressure will thus be passed down to domestic panel manufacturers, traders, and raw material suppliers.
The regulation requires information such as: tree species (scientific name, to species level), country and specific region of harvesting, precise geographic coordinates of the harvest plot (WGS 84), date of harvest, proof of legal harvesting, and a declaration of no deforestation. Companies must have a complete and verifiable chain of documentation.

🔍Three major pain points
👉First, overly fragmented supply chains. Many panel manufacturers source veneers, core boards, and face veneers from frequently changing origins, with poor batch traceability. When customers request traceability to species, origin, and supplier, data gaps become apparent.
👉Second, the low-price competition model is affected. Under EUDR, European customers tend to prefer factories with stable supply chains and complete documentation. Low prices may become a risk signal rather than an advantage.
👉Third, certificates are not a universal pass. Having FSC certification does not automatically satisfy EUDR — customers still need geographic location data, supply chain documents, proof of legality, and due diligence records. Certificates are supporting materials, but not a full substitute for EUDR compliance.

EUDR is not just a hurdle — it is a market filter. Whoever establishes raw material source files, supplier evaluation mechanisms, and batch traceability records early will gain the initiative. Suppliers can no longer just deliver goods — they must also cooperate in providing legal sources, species, origins, invoices, transport documents, and declarations. For customers, procurement shifts from "price comparison" to "risk comparison." What they need is not cheap panels but stable, explainable, and auditable supply chain partners.
