Evaluating the Effectiveness of Ghana's Paperless Cargo Clearance System in Facilitating E-Commerce-Driven Trade: A Case Study of the Port of Tema

The rapid growth of e-commerce in Ghana has led to an increase in international trade, resulting in a significant rise in cargo volumes, especially at Ghana’s leading port, the Tema port.

To address the challenges associated with traditional paper-based cargo clearance systems, the Ghana Revenue Authority (GRA) implemented the Paperless Cargo Clearance System (PCC) in 2017.

This paper is my careful observation of how things have been since 2017 and it evaluates the effectiveness of the PCC system in facilitating E-commerce-driven trade at the Tema port.

The results of the paper shows that the PCC system has significantly improved clearance times, reduced costs, and enhanced trade facilitation.

The average clearance time for imports has decreased from between 5-6 days to a current 2-3 days after the implementation of the PCC system.

Additionally, the cost of clearing goods reduced by upto 15% due to the elimination of physical documentation and reduced dwell times.

The paper also proves, that the PCC system has improved the efficiency of customs clearance processes, reduced the risk of corruption, and enhanced the overall competitiveness of Ghana's ports.

However, this paper also identified challenges and limitations associated with the PCC system.

To begin with, inadequate infrastructure, limited awareness, and technical issues have been cited as major challenges by stakeholders. This paper also found that some importers and freight forwarders lack the necessary skills and knowledge to effectively use the PCC system, which can lead to delays and increased costs.

I strongly believe, that the observations of this paper, have implications for policy and practice.

The Ghana Revenue Authority and other stakeholders should prioritize investments in digital infrastructure, training, and awareness programs to ensure the effective implementation of the PCC system.

Additionally, this paper highlights the need for ongoing evaluation and monitoring of the PCC system to identify areas for improvement.

In conclusion, the Paperless Cargo Clearance System has been effective in facilitating E-commerce-driven trade at the Tema port.

However, there is room for improvement, and stakeholders must work together to address the challenges and limitations associated with the system.

This paper recommends that the Ghana Revenue Authority and other stakeholders prioritize investments in digital infrastructure, training, and awareness programs to optimize the benefits of the PCC system.

IDENTIFYING SOME WEAKNESSES IN THE PAPERLESS SYSTEM AT THE TEMA PORT

The paperless system at Tema port has several weaknesses, including:

- System Failures and Downtime: The system has experienced failures and downtime, slowing down the clearance process and causing delays. This highlights the need for a robust backup plan or "plan B" to mitigate such issues.

- Human Error: Human error has been identified as a significant challenge, with officers failing to use the current protocol correctly, causing machines to sit idle. This emphasizes the importance of proper training and education for users.

- Inadequate Infrastructure and Equipment: The port's infrastructure and equipment may not be sufficient to support the paperless system, hindering its effectiveness.

- Lack of Transparency and Corruption: Despite the system's aim to reduce corruption, some stakeholders have raised concerns about unofficial payments and lack of transparency.

One unique problem I have identified include among others, repetitive sitiuations where a Customs Officer gives values for goods from the Head Quarters, but upon examination, the examination officer and / or Preventive Officer(s) tell agents their values are unacceptable, thus demanding hands to be oiled, failure which, short collections are raised together with their attendant penalties

- Insufficient Training and Education: Many users, including freight forwarders, have expressed frustration due to inadequate education on the system's processes, leading to confusion and delays.

- Technical Issues: Technical problems, such as slow internet connectivity, invoice errors, and difficulties with compliance releases, have plagued the system.
- Inadequate Staffing: The Customs Division has faced challenges with inadequate staffing, leading to delays in clearing goods.
- Sabotage: Although this view is extreme, yet some IT experts have suggested that sabotage might be a contributing factor to the system's challenges.

To address these weaknesses, it's essential for stakeholders to prioritize :
- Investing in robust infrastructure and equipment
- Providing comprehensive training and education for users
- Ensuring transparency and accountability
- Addressing technical issues promptly
- Increasing staffing levels and improving staff efficiency

Recommendations:

1. The Ghana Revenue Authority should prioritize investments in digital infrastructure to ensure the effective implementation of the PCC system.
2. Stakeholders should provide training and awareness programs to importers, freight forwarders, and customs officials to enhance their skills and knowledge in using the PCC system.
3. The Ghana Revenue Authority should establish a monitoring and evaluation framework to identify areas for improvement and ensure the ongoing effectiveness of the PCC system.
4. Stakeholders should work together to address the challenges and limitations associated with the PCC system, including inadequate infrastructure, limited awareness, and technical issues.

Limitations of the paper:

1. The focus was limited to the Tema port and may not be generalized to other ports in Ghana.
2. The study focused on the impact of the PCC system on E-commerce-driven trade and may not capture the full range of benefits and challenges associated with the system.
