Interreg Greece - Albania

Interreg Greece - Albania Interreg IPA CBC Programme "Greece - Albania 2014 - 2020" is a EU cross-border cooperation Programme, involving 4 Regions in Greece & 4 Regions in Albania.

During the 2014-2020 programming period EU has introduced three mutually reinforcing priorities to guide all EU-funded programmes: smart growth, sustainable growth and inclusive growth. In this context, the Instrument for Pre-accession Assistance II (IPA II) is dedicated to supporting beneficiaries from eligible areas for:
• political reforms,
• economic, social and territorial development,
• s

mart, sustainable and inclusive growth,
• research, technological development and innovation capacity, and
• regional integration and territorial cooperation. The Interreg IPA II cross-border cooperation programme Greece - Albania 2014-2020 is the outcome of a programming process guided by the “Joint Programming Committee” established for the preparation of the Interreg IPA II cross-border cooperation programme. The overall strategy of Interreg IPA II cross-border cooperation programme Greece - Albania 2014-2020 is “to find the balance between sustainable regional development and enhancement of cross-border cooperation among local population & regional institutions, in accordance with EU & national policies, in order to address common challenges through joint interventions”

Programme priorities chosen by the joint programming committee (JPC), according to the Annex III of IPA II Regulation (EU) No 231/2014, include:
• Thematic priority (c). Promoting sustainable transport, information and communication (IC) networks & services and investing in cross-border water, waste & energy systems and facilities
• Thematic priority (b). Protecting the environment & promoting climate change adaptation & mitigation, risk prevention & management
• Thematic priority (d). Encouraging tourism and cultural and natural heritage
• Thematic priority (g). Enhancing competitiveness the business environment and the development of small and medium-sized enterprises (SMEs), trade and investment

The programme is implemented on the basis of 2 Priority Axis:
Priority Axis 1: Promotion of the environment, sustainable transport and public infrastructure

Head of Joint Secretariat of Interreg Greece - Albania George Papadopoulos was honoured to participate in the “Interreg leaders’ forum under the Cyprus Presidency of the Council of the EU 2026” in Brussels, along with Interreg IPA Programme "Greece - North Macedonia" Head of JS Themis Chatzikonstantinou.

The forum brought together high‑level representatives from Interreg programmes, the Cyprus Presidency and the European Commission to reflect on future regulatory proposals, delivery mechanisms and territorial directions for Interreg 2028–2034. It was a valuable opportunity to share our cross‑border experience from the Greece–Albania and Greece–North Macedonia programmes and to highlight how territorial cooperation helps border regions address common challenges and seize shared opportunities.

Inspired by the open exchanges with colleagues from across Europe and grateful to Interact and the Cyprus Presidency for providing a space to co‑shape the next generation of Interreg.

How inspiring the welcome speeches to the 10th at Kalamata could be!

policies are the operational arm of EU according to European Commission Vice President Raffaele Fitto and engaging citizens to them is a shared responsibility.

This responsibility could not be more timely according to Alternate Minister Νίκος Παπαθανάσης - Nikos Papathanasis who made us proud by calling the Communication Network the "bridge" between Europe in my region policies and citizens.

After his warm welcome to the beautiful Region of Peloponnese, Regional Governor Dimitrios Ptochos rightly pointed out that "people do not fall in love with budget lines" but they need to be presented with tangible activities.

Such a tangible communication strategy was presented by our Secretary General Vasiliki Pantelopoulou by maintaining the term throughout, to maintain continuity. "EU is a direct ally to our daily lives" Ms Pantelopoulou said, right before making us proud by stating that communication is a tool of fairness and democracy.

Comments like "showcasing EU impact is a sense of duty" by European Commission DG REGIO Director Davinia Wood is the inspiration that propels us to keep on our publicity and visibility efforts.

After all, and to quote again Director Ms Wood "74% of EU citizens have a positive image of their country's EU membership. This is on you, the EU REGIO Interreg Communication Network".

🚧 Road works begin in Pogoni!

Today marks the start of works on two key sections of the local road network in Pogoni, within the framework of the Interreg Greece - Albania project EXTROVERT ROADS 2.0.

The project includes:

- Asphalting the road section from the Forest Station to Zalo bridge 🛣️

- Cementing the section from Zalo bridge to the village of Chlomo 🏞️

This intervention significantly improves access to the area and the daily life of residents, while upgrading essential infrastructure in the cross-border region. 🌍

The cross-border partnership between Greece and Albania is stepping up once more, with 17 new Interreg projects now officially signed under the Interreg IPA CBC Greece–Albania 2021–2027 Programme!

These initiatives —co-funded by Europe in my region and implemented by 55 organisations from both countries — focus on tackling shared priorities:

🌿 Driving the green transition and protecting natural heritage
🚉 Enhancing sustainable mobility
🏥 Strengthening public health and access to care
🏛️ Promoting sustainable tourism and cultural connections

With a total budget of €19,2 million, the signing of subsidy contracts by Alternate Minister of Economy and Finance Νίκος Παπαθανάσης - Nikos Papathanasis marks a key milestone in our journey from collaboration to implementation.

Together with three Operations of Strategic Importance already underway, the Programme now advances 20 projects with a total budget of €25,6 million, investing 85% of available resources into initiatives that bring lasting benefits to border communities. 🌍

Over the past days, a strong earthquake, centered in Thesprotia in Περιφέρεια Ηπείρου - Region of Epirus has shaken our cross-border communities, causing damage in places like Polydroso (Souli municipality), Psina, Seniko and Agios Nikolaos (Dodoni municipality), Ioannina city and rockfalls on the Egnatia Highway toward Igoumenitsa.

The tremors were widely felt across the eligible areas of the Interreg Greece - Albania –Epirus, the Ionian Islands like Corfu and Lefkada, Western Macedonia and even southern Albania from Gjirokastër to Vlorë– reminding us of our shared vulnerability. Our thoughts and solidarity go to all affected residents, their families and local teams working tirelessly on the ground.

Interreg Greece - Albania Programme helps build lasting strength across these regions through practical cooperation. In the 2014–2020 period, joint projects protected the environment and improved disaster awareness, creating networks and shared know-how that prove invaluable in tough times.

Today, we keep investing in greener, more resilient communities – supporting climate adaptation, disaster prevention and better ways to respond together. This means real help for recovery now and stronger preparation for whatever comes next.

In these challenging moments, what counts most is standing united. Interreg Greece - Albania community supports local, regional and national authorities – listening, supporting and turning cooperation into action so our shared region can heal, rebuild and move forward stronger.
