we have been left with no other options but this raise this issue on social media, last november the lOETB contacted us to advise the panel for bus hire for local schools in the laois/offaly area were being cancelled and retendered because they over spent, even though there was a year left on the panel that was in place. we tendered for the new framework as advised on e tenders back in december and attached below is the tender receipt from e tenders to say all documents were attached and received. the next we heard from loetb was the 30/1/26 below (letter also attached below ) to say our tender was deemed non-compliant as the tender response document wasn't provided. this is a complete contradiction.
In my opinion the reasons this has to be retendered in the first place is due to careless spending by the LOETB I have lease agreements showing over €100000.00 transferred to clara gaa to rent the old convent on the Kilbeggan road but this has no loetb signs or doesn’t look like its being used by the loetb for anything, and if you go back to 2021 they bought 10 new transit buses in Downey’s in Portlaoise at a cost of €600000.00 most of them remained there for up to 12 months because when they were bought and paid for them they then realised they had no qualified drivers.
The panels were put in place to I presume keep the costs down but they way there set up seems to be doing the opposite, there is only one supplier for laptops, stationary is being bought outside of the local county’s and we have been advised that the local schools can only contact us if the bus operators on the panel are not available regardless of price, up to now we have always been on the top of the panel for being the cheapest bus operator in our area as we have always tried to keep the price as low as possible for our local schools. Jj kavanaghs in kilkenny are down as the winners of this framework which really doesn’t make sense.
Since January we have raised this issue with e tenders, with the LOETB, with locals councillors, two of the offaly td’s and chairperson of the board of the management and have hit a brick wall. No one is willing to get this problem sorted. We not looking for special treatment which just want the block removed that the local schools can ring all bus operators and get the fairest price.
