India has 15 FTAs covering 27 nations, but most exporters aren't using them effectively

India now has 15 Free Trade Agreements (FTAs) covering 27 countries, with another 9 agreements under negotiation or implementation that could eventually cover 69 countries and account for over 75% of India's exports.
Yet, according to a recent GTRI report, only 20-30% of eligible Indian exports actually utilize FTA benefits, compared to 60-70% utilization by exporters from partner countries.

This highlights an important reality: trade agreements alone do not create export growth.

Complex rules of origin, certification requirements, documentation burdens, and limited tariff advantages often make it difficult for Indian exporters to fully benefit from FTAs. At the same time, India's relatively higher tariff structure makes preferential access far more attractive for foreign exporters.

The report also points to rising trade deficits with key FTA partners and concerns around manufacturing competitiveness, supply chain efficiency, and inverted duty structures that can encourage imports over domestic production.

As India continues to expand its global trade footprint with agreements involving the UK, EU, US, Canada, GCC nations, and others, the focus must extend beyond signing FTAs.
