Mussoorie is the Queen of Hills

The recent surge in social media attention towards Mussoorie, albeit for undesirable reasons such as traffic congestion, waterlogging, and infrastructure woes, presents an opportune moment for the administration to reassess and revamp its approach to governance. A comparative analysis of the past and present reveals a decline in adherence to simple yet effective measures that once ensured the town's charm and functionality.

In the past, Mussoorie boasted a well-structured traffic management system, with clear speed limit signs, iron barriers regulating vehicle access on narrow roads, and a culture of yielding to uphill traffic. The local transport network, comprising a fleet of buses, efficiently connected various parts of the town, including Happy Valley, Jharipani, and Shenshai Ashram in Makrati, as well as outlying areas like Barlowganj and Tehri road.

It is imperative that the authorities revisit and revitalize these tried-and-tested strategies, leveraging the available alternative routes to optimize traffic flow and segregating traffic according to destination. Furthermore, the roadways buses should be repositioned as the backbone of inter-city, intra-city, and inter-state transportation, catering to the needs of local commuters and not just tourists.

The issue of waterlogging, often exacerbated by haphazard infrastructure development, demands a coordinated response from various departments, including the water works department, telecommunication agencies, and the electric board. It is essential that these entities collaborate with the City Board, NH, PWD, and MDDA to devise a comprehensive plan addressing the problems faced by residents and visitors alike.

The time has come for stakeholders to engage in constructive dialogue and collective problem-solving, underscoring the importance of good governance and participatory management in preserving Mussoorie's unique charm and ensuring its sustainable development.

*Hygiene and Cleanliness in Mussoorie: Towards a Shared Responsibility*

The core mandate of the Mussoorie Municipality has historically been the upkeep of roads and mountainsides across all thirteen wards of the town. In recent times, the Nagar Palika's social media presence has highlighted the commendable work of the _Paryavaran Mitras_, the sanitation workers who serve as the backbone of the city’s cleanliness efforts.

In earlier years, these workers were direct employees of the Palika, operating under a well-defined structure. Each ward was overseen by a supervisor, supported by a team of workers, and accountable to a head supervisor. Wards were further divided into lanes and bylanes, with designated personnel responsible for maintaining both public spaces and adjoining private or commercial properties.

With the growth in population and evolving administrative systems, sanitation services have largely been outsourced. While ward members are making sincere efforts to ensure coverage in their respective areas, there remains scope for a more robust and participatory system. Cleanliness should not rest solely on the shoulders of the Palika or be reduced to attributing blame to tourists. Instead, it must become a collective civic responsibility in which every resident participates.

Commercial establishments generally maintain their own premises well, yet often overlook the impact on surrounding areas. The Nagar Palika is periodically compelled to remind them to clear construction material from roads and to prevent overflowing water tanks from spilling onto public thoroughfares.

It is now imperative to take stock of the situation. Drains must be kept free of blockages, and hillside troughs must remain clear of plastics and construction debris that obstruct natural drainage. A coordinated, accountable, and citizen-driven approach is essential to preserve Mussoorie’s ecological integrity and civic charm.

Only through shared responsibility and consistent enforcement can the town uphold the standards of hygiene and cleanliness that its residents and visitors deserve.
