The Chief Officer (or Chief Mate) on a merchant vessel is the second-in-command, head of the deck department, and responsible for cargo operations, vessel stability, maintenance, and deck crew management. They ensure safe navigation, compliance with international regulations (SOLAS, MARPOL, ISPS), and maintain life-saving/fire-fighting appliances.

Key Duties and Responsibilities:

Cargo Operations: Planning, loading, discharging, and securing cargo (including hazardous materials) to ensure stability, stress management, and prevention of contamination.
Stability & Ballasting: Monitoring the vessel’s trim, list, and stress to maintain structural integrity during cargo operations and voyages.
Deck Maintenance: Overseeing maintenance of the hull, decks, cargo gear, crane, and hatch covers.

Safety & Security: Acting as the primary safety officer, maintaining lifesaving/firefighting appliances, and acting as the Ship Security Officer (SSO) to conduct searches and ensure compliance.

Crew Management: Organizing the deck crew, assigning tasks, monitoring working hours, and conducting training.

Navigational Watch: Performing bridge watchkeeping duties, usually during 04:00-08:00 and 16:00-20:00 shifts.

Administration: Preparing reports, requisitions, deck logbook entries, and overseeing garbage management.

The Chief Officer works closely with the Master and ensures the deck crew adheres to safety procedures during mooring and vessel operations.
