DANGOTE’S SH2 TRILLION REFINERY SET TO TRANSFORM LAMU, UNLOCK LAPSSET POTENTIAL

The planned construction of a massive oil refinery in Lamu by Africa’s richest man, Aliko Dangote, could transform Kenya’s northern coast into a major energy and logistics hub while giving fresh momentum to the long-delayed Lamu Port-South Sudan-Ethiopia Transport (LAPSSET) Corridor.

Dangote has announced that construction of the proposed 700,000-barrel-per-day refinery is expected to begin by October, with the investment now estimated at $16 billion (nearly Sh2 trillion).

“By October this year, we will be groundbreaking. Once we break the ground, we will begin the construction,” Dangote told the BBC.

AUDA-NEPAD OPENS DRC OFFICE TO DRIVE PROJECTS AND INVESTMENT

The African Union Development Agency-New Partnership for Africa’s Development (AUDA-NEPAD) is establishing a permanent office in the Democratic Republic of Congo (DRC), creating a country-level platform to accelerate priority development projects, strengthen partnerships, and mobilize investment.

The agreement establishing the office was formalized in the presence of President Félix Tshisekedi and AUDA-NEPAD Chief Executive Officer Nardos Bekele-Thomas, who announced the development in a social media post last Friday.

Bekele-Thomas said the new office would bring AUDA-NEPAD’s work closer to the priorities of the Congolese government and provide a stronger platform for advancing strategic projects and attracting investment.

MOMBASA PORT EXPANSION SET TO BOOST CARGO CAPACITY AS HAPAG-LLOYD EYES REGIONAL GROWTH

The Port of Mombasa is positioning itself for a new phase of growth through major infrastructure expansion projects that will significantly increase cargo handling capacity, improve vessel turnaround time, and strengthen Kenya's position as the logistics gateway for East and Central Africa.

The investments come as global container shipping line Hapag-Lloyd announced plans to expand its operations in the region following discussions with the Kenya Ports Authority (KPA) on improving efficiency and supporting growing trade volumes.

Leading the expansion programme is the construction of Berth 19B, one of the most significant additions to the Port of Mombasa's container terminal in recent years.

Currently about 40 per cent complete, the 240-metre berth is expected to add approximately 300,000 twenty-foot equivalent units (TEUs) to the port's annual handling capacity once commissioned.

TANZANIA BOOSTS MARITIME SECURITY WITH HIGH-SPEED PATROL BOATS

Tanzania has strengthened its maritime security capabilities with the launch of two high-speed patrol boats designed to combat growing threats in its territorial waters and the Indian Ocean, while enhancing the protection of the country's expanding blue economy.

Prime Minister Mwigulu Nchemba last week commissioned the vessels, PB Sailfish 02 and PB Sailfish 03, in Dar es Salaam, marking another milestone in Tanzania's efforts to improve maritime surveillance, law enforcement, and emergency response along its coastline and the Great Lakes region.

The two patrol boats join PB Sailfish 01, which entered service in March 2024, giving the country a three-vessel fleet capable of responding rapidly to incidents at sea.

MOZAMBIQUE, ZIMBABWE MOVE TO CUT BORDER DELAYS AND BOOST BEIRA CORRIDOR TRADE

Transporters, exporters, and travellers using the strategic Beira Corridor are set to benefit from faster border clearance, lower transport costs, and more predictable movement of goods following the operationalization of the Forbes-Machipanda Joint Border Committee (JBC) by Mozambique and Zimbabwe.

The bilateral mechanism is expected to reduce congestion, eliminate duplication among border agencies, and improve coordination at one of Southern Africa's busiest border crossings, making cross-border trade more efficient and enhancing the competitiveness of businesses that rely on the corridor.

The breakthrough was achieved during a two-day meeting held in Beira last month, where officials from the two countries adopted a 12-month operational work-plan, translating commitments made during a bilateral meeting in Mutare, Zimbabwe, in March into concrete action.

RWANDA DIVERSIFIES FUEL IMPORTS AS FIRST TANGA SHIPMENT ARRIVES

Rwanda has received its first government-backed fuel shipment through Tanzania's Port of Tanga, marking a significant shift in the country's petroleum import strategy as East African nations increasingly diversify fuel supply corridors to improve energy security and reduce exposure to global market disruptions.

The inaugural shipment, carrying 40,000 metric tonnes of refined petroleum products, arrived under a government-to-government procurement arrangement between the Rwanda National Energy Company (RNEC) and Gulf Bulk Petroleum Tanzania Limited. The consignment is expected to supply Rwanda's domestic market through local oil marketing companies in the coming weeks.

The new Tanga corridor complements Rwanda's existing import route through Kenya's Port of Mombasa, giving the landlocked country two strategic gateways for petroleum imports.

FRAMEWORK SETS OUT CRITERIA FOR SELECTING HOST COUNTRY FOR REGIONAL MARITIME UNIVERSITY

A comprehensive multi-criteria assessment framework developed by the World Maritime University (WMU) for the Maritime Organization for Eastern, Southern and Northern Africa (MOESNA) has outlined the criteria that should guide the selection of the host country for the proposed Regional Maritime University (RMU), recommending a balanced evaluation that extends beyond geography to include governance, infrastructure, accessibility, financial commitment, and industry support.

The framework is intended to identify the country is best positioned to establish and sustain a world-class maritime institution serving Eastern, Southern, and Northern Africa.

Rather than relying on a single factor, the study proposes evaluating prospective host countries across a broad range of strategic indicators to ensure the university can deliver internationally recognized maritime education and training while supporting regional economic development.

MOESNA, SADC FORGE MARITIME PARTNERSHIP TO ADVANCE REGIONAL SHIPPING

The Maritime Organization for Eastern, Southern, and Northern Africa (MOESNA) and the Southern African Development Community (SADC) have agreed to collaborate in promoting the maritime interests of SADC member states and the African continent, thereby strengthening regional cooperation in shipping and the blue economy.

The partnership follows SADC's recognition of MOESNA as a specialized regional maritime agency driving shipping, maritime safety, trade facilitation, and blue economy initiatives across Africa.

MOESNA Secretary-General Kassim Mpaata said the collaboration would help build an integrated and competitive regional maritime transport system.

MOESNA STUDY RECOMMENDS PHASED APPROACH TO REGIONAL MARITIME UNIVERSITY

A proposed Regional Maritime University (RMU) for Eastern, Southern, and Northern Africa should be established through a phased approach rather than launched immediately as a fully-fledged university, according to a new feasibility study commissioned under the Maritime Organisation for Eastern, Southern and Northern Africa (MOESNA).

The study concludes that while there is overwhelming demand for a regional institution to train seafarers, maritime professionals, and researchers, the legal, financial, and institutional requirements for a standalone university are too extensive to be achieved at inception.

Instead, the report recommends that the institution begin as a regional maritime institute, maritime college, university college, or an upgraded maritime education and training institution before gradually attaining full university status.

PROPOSED REGIONAL MARITIME UNIVERSITY SEEKS TO CLOSE AFRICA'S MARITIME SKILLS GAP

A proposed Regional Maritime University (RMU) for Eastern, Southern and Northern Africa region aims to tackle the region's growing shortage of qualified maritime professionals by strengthening maritime education, expanding research and improving access to practical sea-time training.

The proposal is contained in a feasibility study conducted by Professors Anish Hebbar, Associate Professor at the World Maritime University (WMU), which examined the state of maritime education and training (MET) across member states of the Maritime Organization for Eastern, Southern and Northern Africa (MOESNA).

The study assessed existing institutions, training capacity, infrastructure, regulatory compliance and industry needs to determine the viability of establishing a regional maritime university.
