Empty containers will now remain in intermediate storage depots for at least 72 hours before being moved to ships, replacing the previous practice where containers could be loaded directly from storage depots to the quay.

The Kenya Ports Authority (KPA) has introduced strict measures to manage the flow of empty containers at the Port of Mombasa, aiming to reduce persistent congestion that has slowed cargo movement.

Under the new system, empty containers will now remain in intermediate storage depots for at least 72 hours before being moved to ships, replacing the previous practice where containers could be loaded directly from storage depots to the quay.

KPA Managing Director William Ruto said the changes follow discussions with key partners, including the Kenya Ships Agents Association (KSAA), to ensure better coordination and smoother operations.

BREAKING: South Sudan Rejects Kenya’s $5,000 Container Security Fee
JUBA – South Sudan’s government has strongly protested a newly imposed USD 5,000 container security charge by Kenyan authorities, saying it is crippling traders and worsening congestion at the Port of Mombasa, where hundreds of South Sudan-bound containers remain stranded.
Trade and Industry Minister Atong Kuol Manyang said the government would not allow South Sudanese traders to be “unfairly burdened by foreign-imposed charges” and called for urgent solutions to prevent nationwide market disruptions.
In a relief move, Minister Atong announced the abolition of the USD 3,850 container tracking fee (OTP levy) and promised a nationwide review of all import-related fees, alongside measures to curb illegal charges by unauthorised agents.
The government has also set up a national committee to streamline trade and pledged to consult traders across major trade hubs.
