Job Purpose:
The Customs Clearance Lead directs and oversees all import and export operations for the company. The primary focus of this role is to ensure all customs declarations and cargo releases are processed smoothly, legally, and cost-effectively, while maintaining strict compliance with national trade regulations.

Key Responsibilities:
• Team Leadership: Manage, mentor, and evaluate the performance of customs clerks, runners, and logistics coordinators to maximize operational efficiency.
• Documentation Control: Audit and verify all import/export shipping documents including Commercial Invoices, Packing Lists, Bills of Lading (B/L), Air Waybills (AWB), and Certificates of Origin (C/O)—prior to customs submission.
• HS Code & Valuation: Determine correct Harmonized System (HS) codes, duty rates, and customs valuation for all incoming and outgoing goods to mitigate non-compliance risks.
• System Management: Supervise and review precise data entry and declarations within the ASYCUDA, NATIONAL SIGNLE WINDOW system and other required government trade portals.
• Government Liaison: Act as the primary point of contact to build and maintain professional relationships with customs officials, port authorities, and relevant ministries (e.g., Ministry of Commerce, Ministry of Health).
• Issue Resolution: Proactively resolve clearance disputes, cargo inspections, and technical documentation issues at borders and ports to minimize shipment delays.
• Cost & Risk Mitigation: Monitor and optimize logistics expenditures, specifically targeting the reduction of port storage fees, demurrage, and detention charges.
• Reporting: Prepare weekly and monthly reports on clearance lead times, customs expenses, and overall department performance for upper management.

Requirements & Qualifications:
• Education: Bachelor’s degree in International Trade, Logistics, Supply Chain Management, Business Administration, Law, or a related field.
• Experience: Minimum 3 to 5 years of direct experience in customs clearance, customs brokerage, or freight forwarding operations.
• Regulatory Knowledge: Deep understanding of Cambodian customs laws, import/export regulations, tax structures, and international commercial terms (Incoterms).
• Professional License: Possession of a valid Customs Broker License issued by the General Department of Customs and Excise (GDCE) of Cambodia is highly preferred.
• Skills: Excellent negotiation, conflict resolution, problem-solving, and leadership skills. High attention to detail under tight deadlines.
• Language Proficiency: Fluent in written and spoken English. Ability to communicate effectively with international stakeholders and local authorities.
