အၿပည္ၿပည္ဆိုင္ရာထုတ္ကုန္ သြင္းကုန္စနစ္မ်ားသည္ ႏိုင္ငံအလိုက္မည္သို႕ပင္ရွဳပ္ေထြးေပြလီေစကာမူ အေၿခခံအားၿဖင့္တူညီၾကသည္။ ၄င္းတို႕မွာ အစဥ္လိုက္အားၿဖင့္-

၁။ Procurement
၄င္းအဆင့္သည္ သြင္းကုန္စနစ္၏ကနဦးအစပိုင္းၿဖစ္ၿပီး ကုန္သြယ္မွဳတြင္ ကုန္ေရာင္းသူကို Shipper/Seller ဟု၄င္း၊ ကုန္၀ယ္သူကို Consignee/Buyer ဟူ၍၄င္း ခြဲၿခားသိၿမင္နိုင္သည္။ မိမိဝယ္ယူသည့္ ကုန္ပစၥည္းမ်ားအား သြင္းကုန္လိုင္စင္စံသတ္မွတ္ခ်က္ႏွင့္ ညီ/မညီ ႀကိဳတင္စစ္ေဆး၍ လိုအပ္ပါကေလွ်ာက္ထားရပါမည္။

၂။ Loading
၀ယ္ယူၿပီး ပစၥည္းမ်ားအား သေဘာတူညီထားေသာ ကုန္သြယ္မွဳကတိ(incoterms) အရ ကုန္သြယ္မွဳလမ္းေၾကာင္း (mode of transport) ေရြးခ်ယ္အၿပီး တင္ေဆာင္ရပါတယ္။

၃။ Discharging
ကုန္ပစၥည္းတင္ေဆာင္လာေသာ carrier သည္မိမိနိုင္ငံသို႕ဆိုက္ကပ္ေသာအခါ ကုန္ပစၥည္းအားသက္ဆိုင္ရာ ဆိပ္ကမ္း၊ ကုန္ေလွာင္ရံုတြင္ထုတ္ယူခြင့္ရရန္ ေထာက္ခံခ်က္ေတာင္းခံရပါမယ္။

၄။ MACCS System
၄င္းေနာက္ ကုန္ပစၥည္းႏွင့္ပတ္သက္ေသာစာရြက္စာတမ္း အခ်က္အလက္မ်ားအား အေကာက္ခြန္၀န္ၾကီးဌာန online စနစ္တြင္ အခြန္ေပးေဆာင္ရန္အလို႕ငွာထည့္သြင္းေၾကၿငာရပါမယ္။

၅။ Customs Office
ကုန္ပစၥည္းအသစ္မ်ားအတြက္ အေကာက္ခြန္စည္းၾကပ္ရန္အလို႕ငွာ Valuation process အားၿပဳလုပ္ရပါမယ္။ အထူးကုန္စည္မ်ားအတြက္ ၾကိဳစစ္ဖိုင္မ်ား၊ FDA process မ်ားစသည္ၿဖင့္စနစ္တက်ၿပဳလုပ္ရပါမယ္။

၆။ Taxation
အခ်က္အလက္ၿပီးၿပည့္စံုေသာ ကုန္ပစၥည္းမ်ားအား စည္းၾကပ္ထားေသာအခြန္းႏွဳန္းထားအလိုက္ အေကာက္ခြန္ႏွဳန္းထားမ်ားေပးေဆာင္ရပါ့မယ္။

၇။ Ports, Terminals & Warehouse
အခြန္ေပးေဆာင္ၿပီးေနာက္ ကုန္ပစၥည္းဆိုုက္ေရာက္ေသာေနရာမ်ားမွာ examination ၿပဳလုပ္၍မိမိကုန္ပစၥည္းမ်ားအားထုတ္ယူနိုင္ပါတယ္။

Incoterms ဆိုတာဘာလဲ?

Incoterms ဆိုသည္မွာ နိင္ငံတစ္နိုင္ငံႏွင့္တစ္နိုင္ငံၾကား ကုန္သြယ္မွဳၿပဳလုပ္ရာတြင္ ပစၥည္းလွြဲေၿပာင္းမွဳအဆင့္ဆင့္အလိုက္အၿငင္းပြားမွဳမ်ားမၿဖစ္ေပၚေရးအတြက္ ကုန္ေရာင္းသူႏွင့္ကုန္၀ယ္သူအၾကားခ်ဳပ္ဆိုေသာ ကုန္အေရာင္းအ၀ယ္စာခ်ဳပ္အတြင္းထည့္သြင္းေဖၚၿပရန္ အၿပည္ၿပည္ဆိုင္ရာကုန္သယ္ၾကီးမ်ားအသင္း (International Chamber of Commerce (ICC)) မွထုတ္ၿပန္ထားေသာ ကုန္သြယ္မွဳဆိုင္ရာသေဘာတူညီခ်က္တစ္ရပ္ၿဖစ္သည္။

Incoterms အားေအာက္ပါအမ်ိဳးအစား ၄ ခုအၿဖစ္ပိုင္းၿခားသိၿမင္ႏိုင္သည္။

Ex (ExW);
Free (FOB, FAS, FCA);
Cost (CPT, CIP, CFR, CIF);
Delivery (DAP, DAT, DDP).

စုစုေပါင္း terms 11 ခုအနက္ ကုန္ပစၥည္းသယ္ေဆာင္မွဳအုပ္စုႏွစ္ခုအၿဖစ္သီးသန္႕ခြဲၿခားအသံုးၿပဳရပါသည္။

Rules for any modes of transport: ExW, FCA, CPT, CIP, DAT, DAP, DDP;

Rules for sea and inland waterway transport: FAS, FOB, CFR, CIF.
