🚛 Cabotage in Europe – simple rules… or costly mistakes?

Cabotage can improve efficiency and profitability, but it is also one of the most commonly misunderstood areas in transport.

The rules seem straightforward:
✅ Up to 3 cabotage operations
✅within 7 days after completing an international transport
✅ 4-day cooling-off period for the same vehicle in the same country

Even small errors can have serious consequences, such as high financial penalties (for example up to 50,000 NOK in Norway), vehicle immobilisation, or even loss of licence and reputation.

Cabotage is not just about moving goods — it is about compliance, planning and precision.

🚛 EES in Schengen – a new reality for transport companies

A major change at Europe’s borders. The EES (Entry/Exit System) now digitally records every entry and exit of non-EU citizens - including professional drivers.

👉 What can this mean for the transport industry?

- strict enforcement of the 90/180-day rule
- every border crossing is recorded automatically
- reduced flexibility for non-EU drivers
- possible delays at borders, ports, and terminals
- increased pressure on planning and operations

For companies operating in the EU and Norway, this also means fewer available drivers and the need for more precise route planning caused by increased time uncertainty.

📖 In our latest blog article, we explain:

✔️ how EES works in practice
✔️ who it affects
✔️ what challenges it creates for transport companies
✔️ and what to expect in the coming months

🚛 The Norwegian Customs Administration has launched 𝘁𝗵𝗲 𝗡𝗲𝘄 𝗗𝗶𝗴𝗶𝘁𝗼𝗹𝗹 𝗣𝗼𝗿𝘁𝗮𝗹, introducing a new way of managing reporting and information obligations.

This new tool helps solve a common daily challenge, as transport and goods data often come from different parties, leading to inconsistencies and delays.

Digitoll Portal changes this by bringing everything into one place.

Companies can now:
✔ see their own submitted data
✔ access information shared by partners
✔ link transport and goods data into one complete set

This connection is crucial as it ensures that Norwegian Customs receives consistent and usable information.

📌 For the industry, this means more structured data handling, improved coordination between stakeholders, fewer reporting errors, and smoother border processes.

📖 We explain how the system works in practice and what it means for your business in our latest article:

🚛 Fuel Crisis and Norway’s Supply Chain – what does it mean for food deliveries?

Rising oil prices triggered by tensions in the Middle East are already affecting road transport across Europe. Fuel represents about 25% of transport costs, and when oil prices jump from $70 to over $100 per barrel, the entire logistics chain starts to feel the pressure.
But there is another important factor.

Around 71% of international road transport to and from Norway is carried out by foreign transport companies, mainly from Poland and Lithuania. This means that the stability of food supply to Norway depends not only on Norwegian policies, but also on decisions made in other European countries.

Governments are already considering measures such as tax reductions, market interventions, or releasing fuel reserves to limit the impact of rising prices.

📊 What could this mean for transport costs and food supply chains to Norway?

We look at the numbers and the possible scenarios in our latest blog article.

🚨 New SENT Obligations in Poland from 17 March 2026

What Norwegian Exporters and Polish Importers of Clothing & Footwear Must Know

Poland is expanding its SENT transport monitoring system to include clothing, used clothing and footwear.

This affects:
• Imports into Poland (including from Norway)
• Transit shipments through Poland (e.g. Norway → Lithuania or other EU countries)

Shipments above specific thresholds (10 kg / 20 items depending on CN code) will require mandatory SENT notification and GPS monitoring before entering Poland.

For Norwegian exporters and Polish importers, this means one thing. Transport now requires not only logistics planning, but regulatory precision.

At Viabaltic Norge, we organize transport and customs clearance between Norway and Poland daily, including SENT-compliant transit procedures in cooperation with our Polish partners.

📖 We explain what changes, who is affected and what to prepare for in our latest article.

🚛New Norwegian weight regulations for truck and trailers combinations from February 2026

Norway introduces higher maximum gross vehicle weights for selected 6- and 7-axle truck and trailer combinations starting 1 February 2026.

The increase depends on:

▪ drivetrain type (zero-emission, biogas, fossil fuel)
▪ number of axles
▪ road classification (Bk10/60 only)

The goal is clear- higher transport efficiency, better capacity utilisation, and reduced emissions, while maintaining road and bridge safety.

Key highlights:

🔹 Zero-emission combinations: up to 56 tonnes
🔹 Biogas-powered combinations: up to 56 tonnes
🔹 Fossil-fuel combinations: up to 55 tonnes
🔹 Maximum combination length: 19.50 metres
🔹 No changes on standard 50-tonne roads unless reclassified

19/01/2026

Tolletaten’s “Motverdier av 1 euro” rates for 2026 (valid from 1 January 2026).

🚛 If you move goods from Poland/Lithuania to Norway (often via Sweden), you’ve probably used Common Transit (NCTS). Transit can look like “just paperwork”, but in reality it also involves transit guarantees and guarantee limits that influence cost, planning, and operational risk.

✅Motverdier av 1 euro” are official, fixed EUR equivalents used for Common Transit (EU/CTC) during 2026
✅They are used (among other things) to calculate guarantee amounts for individual guarantee vouchers

Why it matters in day-to-day operations?

Until the transit is properly closed in NCTS at destination, there is a real risk of delays, mismatches, and documentation issues.
That is exactly why guarantees exist and why document quality is critical.

At Viabaltic Norge, we organise transport between Poland / the Baltics and Norway. On road routes via Sweden, we handle the transit customs formalities using NCTS and the required transit guarantees as part of a smooth process.

We’ve summarised the key points and the 2026 rate table on our blog.

07/01/2026

The beginning of the New Year is a good time to look ahead and see which changes in customs and transport law will take effect in 2026.
That is why we have prepared a short overview of some of the most important ones.

🔎 Key changes in Norway & the EU in 2026:

📌 January 2026
Mandatory HMS cards for drivers and assistants in the van transport sector in Norway (up to 3.5 t / 4.25 t electric)

📌 February 2026
Higher maximum weights for selected heavy truck combinations – especially for biogas and zero-emission vehicles

📌 July 2026
Tachographs & driving time rules for vans over 2.5 t used in international transport and cabotage and further implementation of the EU Mobility Package

EU e-commerce changes – removal of the EUR 150 duty-free threshold and new fees for low-value parcels

📌 September 2026
Digitoll becomes mandatory – fully digital customs reporting in Norway

CBAM
Although CBAM fully applies in the EU from 2026 (and in Norway from 2027), it already affects supply chains, origin rules and trade with the EU.

This is only a short summary.
