🚐 Tachographs in vans from 1 July 2026 – Does every van really need one?

Since the new Mobility Package rules came into force on 1 July 2026, many questions have arisen about the new tachograph requirements for vans used in international transport.

❓ Does every van over 2.5 tonnes now need a tachograph?
❓ Does carrying your own goods qualify for an exemption?

The answer is - not always.

⚠️ Carrying your own goods does not automatically exempt a business from the tachograph rules. Whether an exemption applies depends on several legal conditions set out in Regulation (EC) No. 561/2006.

This is especially important for businesses transporting goods between Norway and the EU, where misunderstanding the rules could lead to costly penalties.

🚛 Digitoll is coming — is your business ready?

Norwegian customs procedures are changing. From 15 September 2026, digital information about the vehicle, transport and every consignment must be submitted to Norwegian Customs before the goods cross the border. 🇳🇴

What does this mean for importers and exporters?

𝗪𝗵𝗮𝘁 𝗖𝗵𝗮𝗻𝗴𝗲𝘀 𝗳𝗼𝗿 𝗜𝗻𝗱𝗶𝘃𝗶𝗱𝘂𝗮𝗹 𝗖𝘂𝘀𝘁𝗼𝗺𝗲𝗿𝘀 𝗮𝗻𝗱 𝗧𝗿𝗮𝗱𝗶𝗻𝗴 𝗖𝗼𝗺𝗽𝗮𝗻𝗶𝗲𝘀

Since 1 July 2026, the customs duty exemption for parcels up to €150 has ended. But most people don't know the new rules don't work the same way for everyone 🤔

✅ Private customer in Norway ordering from China?
This EU reform doesn't affect you - Norway has its own VOEC system
✅ Selling online to consumers in the EU?
You now pay €3 per product line, and you become the "importer"
✅ Shipping goods to your own branch in Poland, or to a business partner (B2B)?
The €3 fee doesn't apply to you… but the duty exemption up to €150 is gone.

And what about goods that pass through Norway before reaching the EU? Do they get EEA/EFTA preferential treatment? 🇳🇴🇪🇺

🚛 Summer Truck Bans Across Europe 2026

The summer holiday season means increased tourist traffic across Europe which leads to seasonal truck bans in many key transit countries.

From Poland, Germany and Austria to Italy, France and Romania, heavy goods vehicles over 7.5t or 12t will face driving restrictions on selected days, weekends and public holidays.

For example:
🇵🇱 Poland applies restrictions from 26 June to 30 August
🇩🇪 Germany introduces Saturday bans from 1 July to 31 August
🇮🇹 Italy has one of the strictest schedules with multiple restrictions throughout July and August

🚛 New ADR inspection rules across the EU from 24 June 2026

From 24 June, ADR roadside inspections will be carried out under a new harmonised framework across the European Union.

Enforcement authorities will use a single inspection checklist and classify violations according to three risk levels.

The new rules also make it clear that ADR compliance is not only the carrier’s responsibility. Consignors, loaders, packers, tank operators and other parties in the logistics chain may also be held accountable.

Now is the time to review:

✅ ADR certificates and staff training
✅ Transport documentation
✅ Dangerous goods classifications
✅ ADR Safety Adviser (DGSA) requirements

As the new framework comes into force, increased roadside inspections and compliance checks may be expected.

📢𝗲-𝗔𝗧𝗔 𝗖𝗮𝗿𝗻𝗲𝘁t is now being introduced in Norway, the EU countries, the UK and Switzerland.

From 1 June 2026, businesses can start using the electronic version of the ATA Carnet for the temporary movement of goods such as exhibition materials, professional equipment, or sports equipment.

Instead of carrying a paper carnet throughout the journey, customs transactions can now be processed electronically using a QR code.

However, during the transition period until the end of 2027, both electronic and paper carnets may still be used depending on the countries involved.

🚛♻️ New EU Waste Shipment Rules and DIWASS

Since 21 May 2026, the EU’s revised Waste Shipment Regulation has applied in the European Union, together with DIWASS, the Digital Waste Shipment System.
This new platform is designed to make cross-border waste movements more transparent, traceable and digital.

Although the new regulation is not yet fully applicable in Norway, Norwegian exporters, importers, transport companies and waste operators should already start preparing for the changes.

𝗙𝗿𝗼𝗺 𝟭 𝗝𝘂𝗹𝘆 𝟮𝟬𝟮𝟲, light commercial vehicles between 2.5 and 3.5 tonnes used in international transport will be subject to the EU Mobility Package regulations.

This means:
✔ mandatory second-generation smart tachographs
✔ driving and rest time regulations
✔ new obligations related to driver posting rules

In practice, transport operations with vans will increasingly follow the same standards as heavy goods transport.
