This is an advance notice that Brown Marmorated Stink Bug (BMSB) season starts again on 1st September and runs to 30th April 2025. This means MPI has extra requirements for imported cargo from countries that have BMSB populations.

Broadly, the procedures and requirements are the same as last season. This means for our LCL containers from Japan, USA, Canada, Netherlands, Belgium, Germany and Spain, we can only take cargo that is either low risk (eg food) or high risk goods (eg auto parts) that are accompanied by a declaration that the cargo was manufactured indoors and stored indoors prior to export.

Italy is the most risk of infestation and has a separate procedure. All LCL containers need to be treated for BMSB before they load on the ship. The process we use is heat treatment where hot air is circulated around the container until it reaches 60 Deg C. So, cargo that is shipped as LCL needs to be packed in a way that will not be damaged by this process.

Cargo that is transhipped via Singapore or Hong Kong but originate from BSMB countries will be stopped in the transshipment port for treatment.

FCL loads from any of these countries also need to comply:

The procedure is the same as last season. Any risk goods (eg engine parts) will need to have a manufacturers declaration confirming the cargo is new and was produced indoors and stored indoors prior to export. If cargo is not new or stored indoors, it will need to be treated for BMSB by either fumigation or heat treatment.

FCL’s from Italy will all require treatment (either fumigation or heat treatment) unless they are considered sensitive cargo by MPI. Examples of sensitive cargo are food, pharmaceuticals, and textiles.

The other category of cargo to bring to your attention is any goods that need to move in open top containers or flat racks. These are very high risk of BMSB infestation as they are open to the environment. MPI requires all shipments of these container types to be treated for BMSB prior to loading. The MPI window for flat racks and open tops treatment at origin is only 5 days between treatment and loading on a vessel. This is a very small window that requires a lot of planning.

This year we are introducing a BMSB Administration Fee of US$35 per shipment on all LCL and FCL cargo from the USA and Canada to New Zealand and Australia.

Shipments must be tendered for export on a Friday, will fly ex NZ every Monday to either Melbourne or Sydney and then metro delivery, or linehaul delivery if outside of SYD/MEL metro areas, service is door to door.

Clean Car Discount Ends 31 December!!

REPEAL OF CLEAN CAR DISCOUNT SCHEME

VIA has been monitoring the progress of legislation to repeal the CCD scheme, and we have been working with the Ministry and the Agency to get clear, relevant, and timely information about this out to the industry.

Today, the Government made the following announcement:

The Clean Car Discount (CCD) is ending on 31 December 2023. To get a rebate, applications for an eligible registered vehicle need to be successfully submitted on the NZTA website by 11:59pm, 31 December 2023.

Key points
1. Clean Car Discount ends on 31/12/2023. No CCD fees or rebates apply to vehicles registered after this date.
2. NZTA cannot pay any rebates after 31 January. There will be no exceptions.
3. Correct applications for rebates for eligible vehicles should submitted as soon as possible to avoid missing out.
4. New VEEEL labels will be available from 1 January and are required to be displayed on the yard or online from 1 January 2024.
5. There is no change to the Clean Car Standard scheme

What else you need to know
Rebates
• The deadline to submit rebate applications is 11:59pm on 31 December 2023. Applicants must ensure all details and required documents (such as proof of bank account, and sale and purchase agreement) are provided with the application to avoid missing out on the rebate payment. Online rebate applications submitted after 11:59pm on 31 December 2023 won’t be accepted. The service will be blocked.
• The Government has determined that the last day that rebates can be paid is 31 January 2024. If an application is incomplete and/or requires follow up, then it’s at risk of missing the payment deadline of 31 January 2023. NZTA can’t pay rebates after 31 January 2024, regardless of cause.
• Only registered parties can apply. Dealer applications must be using the vehicle for business purposes and will need to supply the required documentation, such as the signed statutory declaration, in order for their applications to be processed.
Fees
• Eligible vehicles registered up to and on 31 December 2023 will be required to pay the CCD fee at registration.
• Incorrect registrations completed in December 2023, seeking correction in 2024, will be assessed on a case-by-case basis. Refunding of CCD fees won’t be automatic.
• No vehicles will be subject to a CCD fee from 1 January 2024, unless considered a 2023 registration correction.
VEEEL
• From 1 January 2024, vehicles offered for sale on-yard are required to display the new Vehicle Emissions and Energy Economy Label (VEEEL) that no longer shows CCD information. Vehicle online sales listings are also required to be updated by removing CCD information. VEEEL labelling and online data feeds will be updated on 1 January so that the requirements can be met.
• For organisations receiving electronic feeds via API, there will be no changes needed to system interfaces as the CCD fields will still exist but will be empty from 1 January.
Note
• There are no exceptions to the eligibility criteria and timeframes. Shipping or certification delays are not accepted reasons for late applications.
• We are not expecting the fund to be in danger of being exhausted before all rebates are paid by 31 January 2024.
• Common application mistakes to avoid that risk your rebate not being paid:

o Missing sale and purchase document or bank account evidence
o Supplied application evidence is unreadable or has incomplete or inconsistent information
o People ticking that they are a Public Authority when this is rare and most are not
o The registered party is not the person making the application
