PAALALA SA PUBLIKO

Epektibo ngayon araw, ika-17 ng Enero, 2022, ang implementasyon ng "No Vaccination, No Ride Policy" sa pagsakay gamit ang pampublikong transportasyon sa NCR.

Bilang pagtugon sa Department of Transportation Department Order No. 2022-001 o “No Vaccine, No Ride Policy in the NCR”, naglabas ang Land Transportation Franchising & Regulatory Board (LTFRB) ng Memorandum Circular Number 2022- 001: Guidelines on the Access to Public Land Transportation Services for the Vaccinated Population in the National Capital Region under Alert Level No. 3 or Higher.

Sa ilalim ng nasabing MC, tanging ang mga indibidwal na ganap na nabakunahan na makapagbibigay ng pisikal o digital na kopya ng kanilang vaccine card o certification na ibinigay ng LGU, DOH, o IATF at kopya ng anumang valid government-issued ID na may larawan at address ang maaaring bumili ng mga tiket o papayagan makapasok sa pampublikong sasakyan.

Gayunpaman, ang mga may kondisyong medikal na pumipigil sa ganap na pagbabakuna sa COVID-19, na pinatutunayan ng isang medikal na sertipiko na may tamang pangalan, lagda, at mga detalye sa pakikipag-ugnayan ng doktor ay hindi kasama sa patakaran, kasama ang mga taong bibili ng mga mahahalagang produkto at serbisyo.

Bilang ebidensya, maaring magpakita ng nararapat na barangay health pass o iba pang naaangkop na patunay ng suporta upang bigyang-katwiran ang naturang paglalakbay.

Ang Metro Manila Council, na binubuo ng lahat ng mga alkalde ng NCR, ay naglabas rin ng kautusan na ipinagbabawal ang pagsakay sa pampublikong transportasyon ng mga hindi bakunadong indibidwal. Ang Resolusyon na ito ay inaprubahan at nilagdaan ng lahat ng Metro Manila Mayors at ng MMDA.

Sa kabilang banda, ipinagbabawal din ng lahat ng LGU Ordinance sa Metro Manila ang mga hindi pa nabakunahan na gumamit ng pampublikong transportasyon.

Inaasahan ng pamunuan ng DOTr at LTFRB ang tapat na pagsunod ng ating mga mananakay sa nasabing kautusan upang pigilan ang malawakang pagkalat ng Covid-19 at tiyakin ang kaligtasan ng pampublikong transportasyon sa bansa.

TUGADE ORDERS ENFORCEMENT OF NO VACCINATION, NO RIDE/NO ENTRY IN PUBLIC TRANSPORT POLICY IN NCR

In line with the order of President Rodrigo Roa Duterte to restrict the movement of people who are unvaccinated against COVID-19 in Metro Manila, which is now experiencing an uptick in cases, Department of Transportation (DOTr) Secretary Art Tugade on Tuesday, 11 January 2022, ordered the enforcement of a “no vaccination, no ride/no entry” policy initially in the National Capital Region (NCR).

In his Department Order (DO), Secretary Tugade said the enforcement of the “no vaccination, no ride” policy will be in effect while a COVID-19 Alert Level 3 level or higher remains hoisted in the NCR as to be determined by the Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF).

Following the President’s order, the Metro Manila Council, which is composed of all the mayors of NCR, also passed a resolution urging the various local government units of Metro Manila to pass their respective ordinances on the enhanced restrictions on the movement of unvaccinated persons.

Tugade said the DO takes effect immediately after publication in the Official Gazette or in a newspaper of general circulation, and the submission of a copy with the Office of the National Administrative Register, U.P. Law Center.

“All concerned attached agencies and sectoral offices of DOTr are directed to ensure that operators of public transportation shall allow access or issue tickets only to ‘fully vaccinated persons’ as evidenced by a physical or digital copies of an LGU (local government unit)-issued vaccine card, or any IATF-prescribed document, with a valid government issued ID with picture and address,” the DOTr department order read.

According to the DO, a person is considered fully vaccinated against COVID-19 two weeks after receiving their second dose in a 2-dose vaccination series, such as with the Pfizer or Moderna brand of vaccines, or two (2) weeks after a single-dose vaccine such as with Johnson & Johnson’s Janssen vaccine.

Exempted from the “no vaccination, no ride” policy are the following:

• Persons with medical conditions that prevent their full COVID-19 vaccination as shown by a duly-signed medical certificate with the name and contact details of their doctor.

• Persons who will buy essential goods and services, such as but not limited to food, water, medicine, medical devices, public utilities, energy, work, and medical and dental necessities, as shown by a duly issued barangay health pass or other proof to justify travel.

Under the Order, violations of the policy are considered violations of applicable general safety and health provisions under any concession or service agreements, authority or permits to operate of public transportation, and other similar instrument.

LRT-1, LRT-2, MRT-3, PNR TO SUSPEND OPERATIONS DURING HOLY WEEK FOR MAINTENANCE AND REHABILITATION

The country’s rail lines will be suspending operations during the Holy Week to allow for annual maintenance and rehabilitation works.

The Metro Rail Transit 3 (MRT-3), which runs from the North Avenue Station to the Taft Avenue Station, will have its scheduled maintenance and rehabilitation from 30 March 2021 (Holy Tuesday) to 04 April 2021 (Easter Sunday).

MRT-3 Director for Operations Michael Capati said the line's temporary shutdown will allow its Japanese maintenance provider, Sumitomo-MHI-TESP to conduct needed repair and maintenance works. These include the replacement of turnout parts for depot tracks and other remaining works on the guideway. During the six-day suspended operations, the MRT-3 will also rehabilitate its power supply and carry out other rehabilitation works, including equipment installation; cable laying/termination; point machine replacement; and the removal, re-installation, and calibration for turnouts. The MRT-3 will also check its communications system during the Holy Week break.

Meanwhile, the Light Rail Transit 1 (LRT-1), which runs from Baclaran in Parañaque to Monumento in Caloocan, has scheduled its maintenance works from 31 March to 04 April 2021.

During the shutdown, the LRT-1 will conduct maintenance works on the line's various sections and facilities. To ensure quality operational condition of the rail line, its heavy maintenance section, light maintenance section, overhead catenary section, power distribution sector – rectifier substation system, signaling and telecom section, tracks and civil section, building and facilities section, and depot equipment section will undergo maintenance and repair works from Holy Wednesday until Easter Sunday.

The Light Rail Transit 2 (LRT-2) will also be suspending its operations from 31 March to 04 April 2021. This will give way for the rail line's annual maintenance activities at the mainline and depot.

Light Rail Transit Authority (LRTA) spokesperson Atty. Hernando Cabrera said that during the break, the trains and facilities of the LRT-2 will be cleaned and checked for needed repairs, replacement, and preventive maintenance. To be checked are the line's stations and facilities, electronics and telecommunications systems, the overhead catenary system, train coaches, the power system, rectifiers, signaling system, and tracks.

The LRT-1, LRT-2, and the MRT-3 lines will resume operations on 5 April 2021 (Monday).

For its part, the Philippine National Railways (PNR) will also be suspending its operations on 01 April 2021, except for the Calamba-Tutuban route. The railway will then suspend all train operations from 02 April to 03 April 2021.

On 04 April 2021 (Easter Sunday), the PNR will immediately resume operations on the following routes: Tutuban-Alabang and vice versa, Tutuban-Calamba and vice versa, Tutuban-Gov. Pascual and vice versa, Gov. Pascual-Bicutan and vice versa, and Naga-Sipocot and vice versa. The railway will resume normal train operations on Monday, 05 April 2021.

PNR General Manager Junn Magno said the PNR will also activate ‘Oplan Biyaheng Ayos: Semana Santa 2021’ to provide adequate, safe, and reliable passenger train service for commuters in Metro Manila (Area 1) and Bicol (Area 2) during the Holy Week.
