The Land Transportation Office (LTO), together with the Philippine National Police โ Highway Patrol Group (PNP-HPG), is intensifying nationwide road operations to strictly enforce ๐น๐๐๐๐๐๐๐ ๐จ๐๐ ๐ต๐. 10054, also known as the ๐ด๐๐๐๐๐๐๐๐๐ ๐ฏ๐๐๐๐๐ ๐จ๐๐ ๐๐ 2009.
This initiative aims to save lives and significantly reduce fatal road accidents.
In line with this, the Land Transportation Office โ Negros Island Region (LTO-NIR) under the leadership of ๐ถ๐ฐ๐ช ๐น๐๐๐๐๐๐๐ ๐ซ๐๐๐๐๐๐๐ ๐ฑ๐๐๐ ๐ซ. ๐ช๐๐๐๐, ๐๐๐๐๐๐๐๐ ๐๐๐๐๐๐๐๐๐๐ ๐๐๐ ๐๐๐๐๐๐ ๐๐ ๐๐๐ ๐๐๐๐๐๐๐๐๐๐ ๐๐๐

Wearing helmets without proper certification will be treated as if you are not wearing a helmet at all.

To ensure safety and avoid penalties, your helmet must be DTI-certified. Always check for the required markings:
* A visible Philippine Standard (PS) Mark, or
* An Import Commodity Clearance (ICC) Sticker
If your helmet does not have these marks, it will be considered non-compliant.

Under the Republic Act No. 10054, the use of ๐๐๐๐๐๐๐๐ ๐๐๐๐๐๐๐ (also known as half-shell or โtaboโ helmets) ๐๐ ๐๐๐๐๐๐๐๐ ๐๐๐๐๐๐๐๐๐๐

These helmets do not provide adequate protection and do not meet safety standards required by the Department of Trade and Industry.
Motorcycle riders are strongly advised not to use nutshell helmets, as they are considered non-compliant and unsafe. Wearing one will be treated the same as not wearing a helmet at all, and the rider may be penalized under the law.

The law also applies to sellers. Stores caught selling helmets without PS or ICC markings may face fines of up to โฑ20,000.
The LTO-NIR once again urges all motorcycle riders to prioritize safety and strictly avoid using unprescribed or uncertified helmets. Let us work together to ensure safer roads for everyone!
