QUEZON CITY – The House Committee on Legislative Franchises approved on Wednesday the grant of new legislative franchises for the Zamboanga del Norte Electric Cooperative, Inc. (ZANECO) and the Marinduque Electric Cooperative, Inc. (MARELCO), marking a significant step toward ensuring stable and reliable electricity for thousands of households and businesses in their respective provinces.
The approval covers House Bill No. 3082, which grants a franchise to ZANECO, and House Bill No. 3833, which grants a franchise to MARELCO. Both measures were authored by Power Bloc representatives Presley C. De Jesus (PhilRECA Party-list) and Sergio C. Dagooc (APEC Party-list).
The approved bills provide each cooperative with the authority to construct, install, establish, operate, own, manage, and maintain electric power distribution systems.
The ZANECO franchise covers the cities of Dipolog and Dapitan, along with 21 municipalities in the province of Zamboanga del Norte. ZANECO is noted for achieving 99.66% electrification in its area and maintaining an "AAA" rating from the National Electrification Administration (NEA).
The MARELCO franchise covers the municipalities of Boac, Buenavista, Gasan, Mogpog, Sta. Cruz, and Torrijos in the province of Marinduque. MARELCO has been recognized for achieving 100% electrification.
With the committee’s approval, the bills move forward in the legislative process. Once enacted, the franchises will be effective for 25 years.
This legislative milestone reinforces the Power Bloc's commitment to ensuring quality, reliability, and security in the nation's electric power supply, paving the way for sustained progress in Zamboanga del Norte and Marinduque.

On Lifeline Subsidy and “Other Charges,” Dr. Allan Laniba, President of the National Association of General Managers of Electric Cooperatives, appeared as an interview guest on the DZMM Wais Konsyumer segment hosted by Alvin Elchico aired on April 25, 2026.

Discussing provisions under EPIRA, he explained the structure of the lifeline subsidy system:

“Kasi kapag sinabing ‘subsidy,’ it should be the government that will pay that, pero dito, it’s not the government paying the lifeline. It’s the non-lifeline consumers.”

Host Alvin Elchico raised consumer concerns:

Ngayong tag-init, kasabay ng mga pista at iba’t ibang recreational activities, ay ang pagdami ng pagpapalipad ng saranggola at paglalagay ng mga banderitas. Kaugnay nito, nais naming ipaalala sa publiko ang kahalagahan ng pagiging maingat upang maiwasan ang mga aksidenteng maaaring magdulot ng power interruption.

Paalala po na umiiral ang Republic Act No. 11361 o “Anti-Obstruction of Power Lines Act” na nagbabawal sa anumang bagay o gawain na maaaring makaabala sa mga linya ng kuryente at iba pang electrical facilities.

Hinihikayat ang lahat na tiyaking maayos ang pagkakakabit ng mga banderitas at iwasang magpalipad ng saranggola malapit sa mga distribution lines ng MARELCO at mga substation ng NAPOCOR. Kapag sumabit ang mga ito sa linya ng kuryente, maaari itong magdulot ng short circuit, pagkasira ng linya, at biglaang pagkawala ng suplay ng kuryente.

Makipagtulungan po tayo upang mapanatiling ligtas, maayos, at tuloy-tuloy ang daloy ng kuryente ngayong tag-init.

𝗢𝗡𝗚𝗢𝗜𝗡𝗚: Second Quarter MIMAROPA Infrastructure Development Committee (IDC) Meeting

The Second Quarter MIMAROPA Infrastructure Development Committee (IDC) Meeting is being held today at Hive Hotel and Convention Place, Diliman, Quezon City, bringing together key regional officials, development partners, and stakeholders to strengthen coordination and collaboration in advancing infrastructure development initiatives across the MIMAROPA Region.

The meeting is chaired by Hon. Melecio J. Go, Provincial Governor of Marinduque, with Engr. Gaudencio M. Sol, Jr., Acting General Manager of MARELCO serving as Co-Chairperson representing the Association of Southern Tagalog Electric Cooperatives, Inc. (ASTEC). Also present are Dir. Agustin C. Mendoza, Regional Director of DEPDev MIMAROPA and IDC Vice-Chairperson, Dir. Valter L. Morada, Assistant Regional Director-DEPDev MIMAROPA, Mr. Roy A. Dimayuga, IDC Secretary and other members of the Infrastructure Development Committee. Ibig sabihin, magsisimula lamang ang suspension ng disconnection sa sunod na buwan pa (June 2026). Ang mga hindi mababayarang electric bill simula sa May 2026 hanggang July 2026 billing period ang hindi muna madi-disconnect.

Kaugnay rin ng direktiba ng ERC, ang mga konsumanteng may konsumong hindi tataas sa 200 kWh ay may option na bayaran ang kanilang bill ng hulugan tatlong buwan pagkatapos matanggap ang kanilang statement of account. Ang mga may kakayanan namang magbayad ay hinihikayat rin na bayaran ng buo ang kanilang buwanang bill.

Bayaran ang inyong bills sa pinakamalapit na Sim Insurance Office. Para sa hassle-free na pagbabayad, sundin lamang ang mga sumusunod na hakbang:
1. Dalhin ang Statement of Account (SOA) ng electric bill na babayaran.
2. Ibigay ang account number at halaga ng babayaran.
3. Iabot ang halaga ng pagbabayaran sa bill kasama ang service fee.
4. Hintaying maibigay ang official receipt o proof of payment at i-double check ito bago umalis. Itabi ito kung sakaling kailanganin.

Palala:
-Siguraduhin na tama ang account number para maiwasan ang delay sa posting ng bayad.
-Bayaran ng maaga ang electric bill upang maiwasan ang disconnection. Tandaan na mayroon kayong siyam (9) na araw upang makapagbayad ng nakonsumong kuryente.
-Palaging tingnan ang mga pampublikong pabatid ng mga payment center at ng mga opisina ng MARELCO bago magtungo upang malaman kung bukas ba ang mga ito at maiwasang masayang ang pagod at oras sa pagpunta.
-Hindi na maaaring magbayad dito kapag lagpas na sa due date. Tanging sa MARELCO Offices at sa Xenpay na lamang maaaring bayaran ang mga overdue na account.
