CPA AND DOLE 7 SIGNS MOA FOR “SAFE WORK AT CEBU PORT”
The Cebu Port Authority (CPA) and Department of Labor and Employment Region VII (DOLE 7) officially signed a memorandum of agreement (MOA) for the joint implementation of “Safe Work at Cebu Port” yesterday, 28 April 2026, at Robinsons Galleria, Cebu City.
The MOA was signed by CPA General Manager Francisco C. Comendador III and DOLE 7 Regional Director Atty. Roy Buenafe primarily promotes safe and healthy working conditions for port and dock workers and cargo handlers, strengthen the compliance with occupational safety and health (OSH) standards in port operations and ensure the safety systems, infrastructure and emergency preparedness in all ports in Cebu.
Based on the signed agreement, DOLE 7 will provide technical assistance and training on labor standards and OSH laws, conduct joint safety audits and inspections, assist in the development of safety advocacy campaigns for port workers and provide OSH trainers, inspectors and resource persons for CPA.
On the other hand, CPA will integrate the Safe Work at Cebu Port project, provide the necessary logistical support, ensure the compliance with OSH standards, advocate compliance of cargo handling service providers, mobilize port safety, port police and terminal staff and allocate resources for safety infrastructure improvements such as PPE and emergency facilities.
GM Comendador III shared during the signing that the partnership with DOLE 7 reflects CPA’s shared commitment and efforts to strengthen occupational safety and health standards across Cebu port operations.
“We have been continuously working to ensure safe and secure operations for our workers and port users but this partnership with DOLE 7 further strengthens those efforts. We welcome this collaboration as it gives CPA greater opportunities to improve and align our plans in the right direction. As we continue to pursue port development, we must also give equal importance to providing an ideal and safe working environment for our personnel,” added GM Comendador.
