CPA AND DOLE 7 SIGNS MOA FOR “SAFE WORK AT CEBU PORT”

The Cebu Port Authority (CPA) and Department of Labor and Employment Region VII (DOLE 7) officially signed a memorandum of agreement (MOA) for the joint implementation of “Safe Work at Cebu Port” yesterday, 28 April 2026, at Robinsons Galleria, Cebu City.

The MOA was signed by CPA General Manager Francisco C. Comendador III and DOLE 7 Regional Director Atty. Roy Buenafe primarily promotes safe and healthy working conditions for port and dock workers and cargo handlers, strengthen the compliance with occupational safety and health (OSH) standards in port operations and ensure the safety systems, infrastructure and emergency preparedness in all ports in Cebu.

Based on the signed agreement, DOLE 7 will provide technical assistance and training on labor standards and OSH laws, conduct joint safety audits and inspections, assist in the development of safety advocacy campaigns for port workers and provide OSH trainers, inspectors and resource persons for CPA.

On the other hand, CPA will integrate the Safe Work at Cebu Port project, provide the necessary logistical support, ensure the compliance with OSH standards, advocate compliance of cargo handling service providers, mobilize port safety, port police and terminal staff and allocate resources for safety infrastructure improvements such as PPE and emergency facilities.

GM Comendador III shared during the signing that the partnership with DOLE 7 reflects CPA’s shared commitment and efforts to strengthen occupational safety and health standards across Cebu port operations.

“We have been continuously working to ensure safe and secure operations for our workers and port users but this partnership with DOLE 7 further strengthens those efforts. We welcome this collaboration as it gives CPA greater opportunities to improve and align our plans in the right direction. As we continue to pursue port development, we must also give equal importance to providing an ideal and safe working environment for our personnel,” added GM Comendador.

CPA GRANTS 50% DISCOUNT ON THE REMITTANCE OF DOMESTIC CARGO HANDLING SHARE

The Cebu Port Authority has approved a 50% discount on the remittance of Domestic Cargo Handling Share to help mitigate the impact of the ongoing fuel crisis affecting domestic cargo handling service providers operating in the Ports of Cebu.

This is an additional measure to aid partner cargo handling service providers operating at various CPA managed operated ports amid the ongoing energy crisis, following the posted Memorandum Circular No. 04-2026 last April 01, 2026.

As published in the Freeman on April 24 and 25, the CPA Memorandum Circular No. 05-2026 declares the 50% discount will be implemented for two (2) months, from 11 May 2026 to 10 July 2026, and will be subject to periodic review, as part of CPA’s continued support to port stakeholders and the domestic cargo sector.

CPA remains committed to ensuring the continuous and efficient delivery of port services while supporting the maritime industry and the commuting public during the ongoing fuel crisis.

LOOK: 10-wheeler RoRo trucks carrying agricultural products at Maya Port in Daanbantayan Cebu now enjoy free RoRo Wharfage Fees.

This initiative is part of the measures extended by the Cebu Port Authority (CPA) to port stakeholders to help mitigate the impacts of the global energy crisis.

In addition, discounts have been granted on domestic vessels’ berthing and anchorage fees.

The CPA has also suspended the collection of passenger terminal fees in CPA-operated terminals, single entry pass fees, as well as charges for watering and bunkering permits.

Based on initial CPA data, an estimated ₱1.96 million in port revenues has already been waived within the first two days of implementation.

DOTr IAS CONDUCTS CPA PORT COMPLIANCE AND OPERATIONS AUDIT

The Internal Audit Service (IAS) of the Department of Transportation (DOTr) has officially commenced a 5-day compliance and operations audit for the Cebu Port Authority (CPA) scheduled from 20 April to 24 April 2026.

The audit is designed to evaluate the effectiveness, efficiency and compliance of existing practices to key port operational processes particularly on the approval procedures for the berthing of containerized vessels, passenger liner vessels and tramping vessels, as well as the systems implemented in the withdrawal and delivery of cargoes.

Through this review, the audit aims to determine whether existing workflows align with established regulations, streamline service delivery and support the growing demands of port operations.

As part of the audit, the DOTr–IAS team will conduct site visits across various Port Management Offices (PMOs) under CPA.

The IAS team will work closely with CPA officials and personnel to gather relevant data, validate procedures and identify operational gaps. The collaboration is also expected to generate actionable recommendations aimed at enhancing process efficiency, strengthening compliance with regulatory requirements and promoting more responsive and transparent port services at the Port of Cebu.

CPA JOINS COASTAL CLEAN-UP AND COMMUNITY RUN "DAGAN TA: PARA SA KADAGATAN" ( )

The Cebu Port Authority (CPA) through its Port Security, Safety and Environment Management Department (PSSEMD), actively participated in the simultaneous Coastal Clean-up and Community Run, “Dagan Ta: Para sa Kadagatan” ( ) held on 18 April 2026, Saturday.

The event commenced at SM Seaside City Cebu, passing through the Cebu-Cordova Link Expressway (CCLEX), and concluded in Cordova.

The activity was facilitated by Bureau of Fisheries and Aquatic Resources Region VII (BFAR 7) in coordination with Philippine Coast Guard (PCG) and Coastal Law Enforcement Alliance in Region 7 (CLEAR 7).

A total of twenty (20) CPA personnel joined the initiative, with ten (10) participants taking part in the community run from SM Seaside to Cordova, while another ten (10) participated in the coastal clean-up activity in Cordova.

In recognition of its support and active participation during the event, CPA received a Plaque of Appreciation from BFAR Region VII.

FREE OF CHARGE FOR THE PROCESSING OF SINGLE ENTRY PASS, WATERING PERMIT, AND BUNKERING PERMIT

CPA has suspended the collection of fees for Single Entry Pass, as well as other permits such as Watering Permit and Bunkering Permit issued by the Harbor Control Center (HCC).

Note: While fees are waived, stakeholders are still required to secure necessary permits, and entry passes following standard procedures for safety and security purposes.

These measures will take effect for two (2) months only, starting on 18 April 2026 until 17 June 2026.

NO TERMINAL FEE SHALL BE COLLECTED FROM ALL PASSENGERS USING CPA PASSENGER TERMINALS STARTING TOMORROW

CPA has suspended the collection of Terminal Fees for all passengers using its passenger terminal buildings; thus, passengers no longer need to line up for payment. However, they are still required to present a valid ID and ticket upon entry.

This applies to all CPA-owned and operated passenger terminals such as:

For all shipping operators, CPA has granted a 40% discount to the collection of Berthing Fees for domestic vessels calling at the ports of Cebu as well as a 40% discount on Anchorage Fees for vessels anchoring within anchorage areas as assigned by CPA to shipping lines.

These measures will take effect for two (2) months only, starting on 18 April 2026 until 17 June 2026.
