TL;DR: TTMO says the barrier blocking the Hall of Justice entrance was a miscommunication and was intended to discourage jaywalking.
But it also raises a bigger road-design question: Instead of simply asking, “How do we stop jaywalking?” shouldn’t we ask, “Is this road designed for the people actually using it?”
With the Hall of Justice, Provincial Capitol and other government offices, a church and school, the Esplanade, and nearby schools in the area, is this really a high-speed corridor? Under RA 4136 and DOTr-DPWH-DILG JMC 2018-001, should we be looking at a 20–30 km/h urban environment? Are the lanes too wide and encouraging speed? And are the existing crossings actually located where people walking and cycling need to cross?
Shouldn’t the road design make the safe choice the easy choice, rather than simply blocking people from crossing?

ILOILO CITY—Miscommunication ang natabo sa tunga sang mga traffic enforcers nga nagbutang sang latid kag baral sa karsada sa atubang sang Hall of Justice (HOJ) sa Bonifacio Drive, City Proper, kag ni Traffic and Transportation Management Office (TTMO) Head, Ret. Col. Uldarico Garbanzos.
Suno kay Garbanzos, wala dapat nalaksam sang latid ang left-turn section pasulod sa HOJ.
Ginhalinan ini sang pagka-akig sang pila ka mga huwes kag abogado tungod sa huol nga gintuga sa pagsulod sa HOJ.
Gin-reprimand ni Garbanzos ang mga traffic enforcers tungod sa sala nga pag-excute sang iya nga mandu.
Una na ginpabutyag sang mga traffic enforcers nga nagsunod lang sila sang mandu “halin sa ibabaw.”
NAGAPASAYLO ANG TTMO
Nagpangayo sang pasaylo si Garbanzos sa huol nga gintuga tungod sa miscommunication sa pagbutang sang baral sa amo nga karsada.
Ginpabutyag man niya nga ang rason sa pagpahamtang sang baral kag latid amo nga matapna ang pagdamo sang naga-jaywalking sa karsada.
