Please be advised that the MARINA Central Office processing site for Seafarer’s Record Book (SRB) and Seafarer’s Identity Document (SID) will remain operational on 24 June 2026, Wednesday, despite Proclamation No. 1320, declaring a special non-working day in the City of Manila.

Applicants with confirmed appointment slots for the issuance of the SRB and SID at MARINA Central Office on this date are informed that their applications will be processed as scheduled.

DULY APPROVED PROVIDERS AUTHORIZED TO OFFER MARITIME COURSES THROUGH THE DISTANCE LEARNING AND E-LEARNING DELIVERY

The Maritime Industry Authority (MARINA) hereby informs the public that the following Maritime Training Institutions (MTIs) are duly approved providers authorized to offer maritime courses through the Distance Learning and E-Learning delivery pursuant to Memorandum Circular No. SC-2021-10, as of June 2026.

Stakeholders and trainees are strongly advised to exercise vigilance and ensure that they undergo training only with institutions officially accredited and recognized by MARINA.

This notice is issued for the information, guidance, and reference of all concerned.

𝐌𝐀𝐇𝐀𝐋𝐀𝐆𝐀𝐍𝐆 𝐀𝐍𝐔𝐍𝐒𝐘𝐎: Naglabas ang MARINA ng paglilinaw ukol sa implementasyon ng penalty sa mga seafarer na may mga expired na dokumento (SID, SIRB, at SRB) habang onboard international ships.

Sa ilalim ng MARINA Advisory 2026-29, nilinaw ang guidelines sa pagpataw ng penalty batay sa umiiral na mga panuntunan.

Ayon sa MARINA, HINDI PAPATAWAN NG PENALTY ang mga seafarer na:
✅May valid na SIRB at valid na SRB, kahit expired na ang SID.
✅May valid na SID at valid na SIRB, may valid man o walang SRB.
✅May expired na SID, pero valid ang SIRB.
TANDAAN: Sapat na ang may valid na SIRB

Ngunit, PAPATAWAN NG PENALTY ang mga seafarer na nasa international waters kung:
❌Expired ang SIRB at expired ang SID, kahit valid ang SRB.
❌Expired ang SID at walang SIRB.
❌SRB lamang ang dala.
PANGUNAHING DOKUMENTO: Kailangang may valid na SIRB, o kombinasyon ng valid na SRB at SID.

Matapos ang validation ng MARINA, ipapaalam sa mga seafarer na napatawan ng penalty ang susunod na proseso.

Pinapayuhan ang lahat ng seafarers, shipping companies, at manning agencies na sumunod sa mga panuntunan para maiwasan ang pagkakaroon ng penalty.

Giit pa ng MARINA, hindi nito ina-amyendahan ang Memorandum Circular Nos. MD-2024-01 at GC-2026-02.

Sa layuning mapigilan ang mga fixer at mapalakas ang seguridad sa online transactions, inanunsyo ng MARINA na lahat ng bagong appointment bookings para sa pagkuha ng Seafarer’s Identity Document (SID) at Seafarer’s Record Book (SRB) ay daraan na sa eGovPH app.

Bahagi ng sistema ng eGovPH ang single sign-on (SSO) feature kung saan iisang verified account lamang ang ginagamit ng bawat user para sa government transactions. Sa pamamagitan nito, mas napapalakas ang account verification at nababawasan ang posibilidad ng pekeng bookings at ilegal na transaksyon ng mga fixer.

Ayon sa MARINA, makatutulong ang integrasyong ito upang maging mas ligtas, mas organisado, at mas transparent ang pagkuha ng appointment ng mga marino at iba pang kliyente ng ahensya.

Pinaalalahanan din ng ahensya ang publiko na iwasang magbigay ng personal na impormasyon sa mga hindi awtorisadong indibidwal o fixer.
