TO: All Participating Teams, Coaches, Team Officials, Players, and Concerned Parties
FROM: PNS V-League 2026 Organizing Committee
SUBJECT: OFFICIAL RELEASE OF THE TOURNAMENT HANDBOOK AND CONDUCT OF THE SOLIDARITY MEETING
I. PURPOSE
This Memorandum is issued to formally announce the official release of the PNS V-League 2026 Volleyball Tournament Handbook, which shall serve as the primary reference and governing guideline for the conduct and administration of the competition.
All participating teams, coaches, players, team officials, and concerned parties are hereby directed to familiarize themselves with the provisions, rules, policies, and procedures contained in the said Handbook.
II. TOURNAMENT HANDBOOK
The PNS V-League 2026 Volleyball Tournament Handbook is now officially released and made available to the public.
The Handbook shall serve as the official basis for the implementation of the tournament and shall guide all participating teams and officials throughout the competition.
All teams are expected to review the Handbook carefully and ensure that their respective players, coaches, and team representatives are properly informed of its provisions.
Failure to comply with the established tournament rules and regulations may be subject to the appropriate action in accordance with the policies of the PNS V-League 2026 Organizing Committee.
III. SOLIDARITY MEETING
Prior to the official commencement of the tournament, the PNS V-League 2026 Organizing Committee shall conduct a Solidarity Meeting with all participating teams and concerned officials.
The meeting shall serve as the official forum for the presentation, discussion, clarification, and final alignment of the COMPETITION REGULATIONS and other technical matters governing the tournament.
Among the matters to be discussed are the following:
Competition Regulations and Tournament Procedures
Technical Rules and Game Protocols
Match Scheduling and Tournament Operations
Team and Player Eligibility Requirements
Game and Match Procedures
Protest, Dispute, and Appeal Procedures
Refereeing and Officiating Guidelines
Introduction and Coordination with the Official Referee Group
Roles and Responsibilities of Teams and Officials
Other Technical and Administrative Matters Relevant to the Competition
The Solidarity Meeting shall also provide an opportunity for participating teams to raise legitimate questions and seek clarification on matters concerning the implementation of the tournament regulations.
IV. ATTENDANCE AND PARTICIPATION
All participating teams are DIRECTED TO SEND THEIR AUTHORIZED REPRESENTATIVE(S) to the Solidarity Meeting.
The presence and active participation of team representatives are highly encouraged to ensure that all parties are properly informed and that a common understanding of the competition rules and procedures is established prior to the start of the tournament.
Matters officially discussed, clarified, and agreed upon during the Solidarity Meeting shall be considered part of the official implementation and administration of the PNS V-League 2026.
V. REFEREE GROUP AND TECHNICAL OFFICIALS
The designated Referee Group and Technical Officials shall be formally introduced and their respective roles and responsibilities shall be presented during the Solidarity Meeting.
The Organizing Committee emphasizes the importance of proper coordination and respect for the decisions and authority of the duly designated game officials throughout the competition.
All teams, players, coaches, and team officials are expected to observe the prescribed standards of sportsmanship, discipline, professionalism, and respect for game officials at all times.
VI. COMPLIANCE
All concerned are hereby reminded to strictly observe the provisions of the PNS V-League 2026 Volleyball Tournament Handbook, as well as the Competition Regulations and official directives issued by the Organizing Committee.
The cooperation and full compliance of all participating teams and concerned parties are expected to ensure the fair, orderly, transparent, and successful conduct of the PNS V-League 2026 Volleyball Tournament.
Details regarding the date, time, venue, and official agenda of the Solidarity Meeting shall be communicated through the official league channels.
