Update on Red-striped Soft Scale Insect (RSSI) Infestation in the municipality of President Roxas, Capiz:

Based on the ongoing damage assessment through individual filing of damages by the sugarcane planter/farmers, a total of 445.99 hectares of sugarcane production area have been reported as affected by RSSI, involving approximately 397 sugarcane planters/farmers from the affected barangays. This data constitutes a 28.62 percent of the total area planted by sugarcane in the municipality of President Roxas for Crop Year 2025-2026 as per reported by Sugar Regulatory Administration (SRA).

The infestation may potentially result in reduced sugarcane yield and quality, increased production costs due to pest management measures, and possible loss of income among affected farmers. If the infestation continues to spread, it may further affect succeeding cropping activities and the overall agricultural productivity of the municipality.

The Municipal Agriculture Office likewise continues to conduct monitoring, validation, and damage assessment in coordination with the Provincial Agriculture Office, Sugar Regulatory Administration (SRA), concerned barangays, sugarcane farmers/planter, and other relevant agencies.

Under Joint Administrative Order No. 01, series of 2014 of Department of Agriculture and Department of Interior and Local Government (DA-DILG JAO No. 01, series of 2014) and Executive Order No. 39, series of 2026 of Hon. Receliste L. Escolin, the following conservation measures for Blue Swimming Crabs (Kasag/Alimasag) shall be strictly observed:

1. Only Blue Swimming Crabs with a minimum carapace width of 10.2 centimeters shall be harvested, possessed, bought, sold, transport, or trade;
2. The catching, possession, transport, sale, purchase, processing, and trading of berried (egg-bearing) Blue Swimming Crabs are stricyly prohibited;
3. Only fishing gears compliant with the specifications prescribed under DA-DILG JAO No. 01, series of 2014 shall be allowed.

Base on PROVINCIAL VETERINARY ADVISORY No. 1 Series of 2026 of the Provincial Veterinary Office of Capiz signed by Dr. Lloyd A. Burata, Acting Provincial Veterinarian, and Ms. Ma. Ivy A. Fundal, OIC Governor, swine blood samples collected from the municipalities of Panitan, Pontevedra, and City of Roxas are CONFIRMED POSITIVE to African Swine Fever (ASF).

All Hog-raisers and stakeholders are directed to cooperate and comply with the following PROTOCOLS:

1. Immediate reporting of any unusual swine sickness or sudden deaths immediately to the Municipal Agriculture Office and/or Barangay Local Government;

2. Implement Farm Biosecurity such as restricting farm visitors; providing footbaths and practice regular disinfection; isolation of sick animals; avoid swill (damog) feeding;

3. Buying of pork and pork by-products exclusively from sellers whose products are reliable, authorized, and inspected by NMIS or local Meat inspectors from Local Government Units;

4. Emergency disposal, illegal slaughtrer, and panic selling of sick or dead pigs are strictly discouraged due to severe contamination risks.
