POU PORT OFFICERS' UNION Currently have a membership size of 2400 with a unionisation rate of 96%.

The Port Officers’ Union represents all the Professionals, Managers and Executives working in PSA International, PSA Singapore and PSA Marine. POU is affiliated to the National Trades Union Congress (NTUC) and the International Transport Workers Federation (ITF). The Union had its humble beginnings as a Senior Officers’ Association during the Singapore Harbour Board era. After the formation of the

Port of Singapore Authority, the Union was registered as the Port and Dock Officers’ Union on 2 May 1967. On 8 Oct 1975, the Union changed its name to the Port Officers’ Union as the dock department was transferred out of PSA. The POU was admitted into the International Transport Workers Federation in 1977. Its relationship with the NTUC dates back to before its registration as a Union. The working relationship between the POU and PSA is a strong one, based on frank and open communications. There is a spirit of trust and co-operation between the two parties, which recognised that the executives and Management depended on each other for the well-being of employees and the efficiency of the port.

PSA Singapore Health Roadshow 2026: Let's Add Life to Lives

On 27 August 2026, PSA Singapore successfully held its annual Health Roadshow at PSA Alongside, organised by Health, Safety & Security (HSS), Port Officers' Union (POU), and SPWU in collaboration with the Health Promotion Board, Singapore and Fullerton Health.
This year's roadshow carried the meaningful theme, "Let's Add Life to Lives", highlighting the importance of healthy living, preventive care, and overall well-being for our workforce.
We were honoured to have the event graced by Mr Nelson Quek, Regional CEO, Southeast Asia, PSA, whose presence underscored PSA's commitment to the health and wellness of our employees.
Special appreciation goes to POU EXCO Ng Si Ci , the organising lead from POU, together with the dedicated team of volunteers drawn from the union's membership, whose contributions helped make the event a success.
Thank you to all participants, partners, and volunteers for supporting this important initiative. Together, let us continue to build a healthier and more vibrant PSA family by truly adding life to lives.

Artificial Intelligence is changing the way we work. But the real question is not whether AI will replace people. It is how we can use AI to make better decisions, solve problems more effectively and create greater value.

I had the opportunity to discuss this at the 2nd Port Officers' Union (POU)-Supply Chain Asia (SCA) Future of Work Forum earlier today. As AI becomes part and parcel of daily life, I believe every Singaporean will need to: Distill, Discern and Discover — Distill the vast amount of information available to us, discern what is true and useful using our own judgement and values, and discover new ideas and possibilities with the help of technology.

This applies just as much to defence. The SAF has always embraced technology, but that alone will never be enough. We still need people who can make sense of information, exercise sound judgement and find new ways to solve problems. Whether in the SAF or the workplace, we must continue investing in our people so they have the skills and confidence to harness AI well.

A Warm Welcome to Our Union Advisor, MOS Baey Yam Keng

The Port Officers' Union (POU) was delighted to welcome our Union Advisor, Mr Baey Yam Keng 马炎庆 , Minister of State for Ministry of Transport, Singapore and Minister of State for Ministry of Culture, Community and Youth - MCCY to the POU Union Office recently.

During his visit, our union officials had the opportunity to show him around the office and share how the space serves as an important hub for our members. We introduced the meeting room where POU Executive Committee members and union officials regularly hold discussions, plan initiatives, and engage with members. The office is also a familiar venue where members gather annually to collect their annual gifts and connect with fellow colleagues.

We also briefed MOS Baey on the rich history of POU and our leadership journey through the years. The latest elected leadership team is the 31st POU Executive Committee (2025-2028), which continues to uphold the union's commitment to serving and representing our members.

Established and registered with the Registrar of Trade Unions on 2 May 1967, POU has been proudly representing Professionals, Managers and Executives (PMEs) working in PSA International PSA Singapore and PSA Marine People and Culture for nearly six decades. Through the years, we have remained steadfast in championing the interests, welfare, and professional development of our members.

We thank MOS Baey for taking the time to visit us and for his continued support of POU and our members. We look forward to working closely together to build a stronger future for our port professionals.

Honoured to be invited by Minister for Transport Jeffrey Siow (萧振祥)to witness the announcement of the feasibility study for a new public transport model, the Bus Rapid Transit (BRT) system for Tuas South.
This is a timely and significant development as Tuas Port develops more workers and professionals are expected to be based in Tuas. Improved and sustainable transport connectivity will be essential in supporting the workforce and enhancing accessibility to Singapore's next-generation port ecosystem.
Looking forward to seeing how this initiative will strengthen connectivity and support the continued development of Tuas as a key economic gateway for Singapore.

We would like to express our sincere appreciation to the Ministry of Transport, Singapore, the Maritime and Port Authority of Singapore - MPA, PSA Marine People and Culture, and POU Advisor Mr Murali Pillai for their support and commitment towards strengthening Singapore's harbour pilotage sector.
The implementation of the PSA Marine pilotage tariff review from 1 July 2026, which will be introduced progressively over three years, marks an important step in ensuring the long-term sustainability, competitiveness, and excellence of Singapore's pilotage services.
This milestone reflects the strong partnership among government, industry, management, and union stakeholders in supporting the professional development of harbour pilots and enhancing the attractiveness of the profession for future generations of Singaporeans. Through constructive collaboration, we can continue to build a resilient and highly skilled local maritime workforce while maintaining Singapore's position as a leading global maritime hub.
Harbour pilots are a critical pillar of the Port of Singapore, playing a vital role in ensuring the safe and efficient movement of vessels through one of the world's busiest ports. POU Sunday Morning Breakfast Walk @ East Coast Park on 28 June 2026
We are delighted that our favourite Union Advisor, Brother Murali Pillai, joined over 180 union members and their families for a memorable leisure walk. A hallmark event since 2004, this annual gathering brings together union members from across PSA, representing a wide range of professions and workplaces. It is a wonderful occasion for members and their families to connect, strengthen friendships, and enjoy quality time together while fostering the strong sense of unity that defines our union community.

Congratulations to Brother Ng Chee Meng 黄志明. His appointment into Cabinet by Prime Minister Lawrence Wong recognises the important role of NTUC and our unions in Singapore, and the trust that we truly represent the voice of workers. As Singapore continues to transform and harness the productivity gains of Artifical Intelligence, the Secretary General of the Labour Movement must be at the table in national policy discussions, to ensure workers, including our PMEs, remain well-supported and well-positioned for opportunities in the future.
