POU PORT OFFICERS' UNION Currently have a membership size of 2400 with a unionisation rate of 96%.

The Port Officers’ Union represents all the Professionals, Managers and Executives working in PSA International, PSA Singapore and PSA Marine. POU is affiliated to the National Trades Union Congress (NTUC) and the International Transport Workers Federation (ITF). The Union had its humble beginnings as a Senior Officers’ Association during the Singapore Harbour Board era. After the formation of the

Port of Singapore Authority, the Union was registered as the Port and Dock Officers’ Union on 2 May 1967. On 8 Oct 1975, the Union changed its name to the Port Officers’ Union as the dock department was transferred out of PSA. The POU was admitted into the International Transport Workers Federation in 1977. Its relationship with the NTUC dates back to before its registration as a Union. The working relationship between the POU and PSA is a strong one, based on frank and open communications. There is a spirit of trust and co-operation between the two parties, which recognised that the executives and Management depended on each other for the well-being of employees and the efficiency of the port.

As part of our union’s continuous efforts to enrich our members’ knowledge and keep them informed of the challenges facing our maritime industry, we successfully conducted the 19th POU Professional Development Seminar on 11 March at PSA Horizons.
🎯 Seminar Topic
“Land Use Planning and Port Development in Land-Scarce Singapore: Looking Ahead at the Next 50 Years”
This seminar was organised in collaboration with PSA Singapore Human Resource and the Singapore University of Social Sciences
🔍 Key topics covered included:
• Key considerations for port development and urban planning over the past three decades
• The Singapore Liveability Framework as a sustainability foundation for planning and development
• How the Concept Plan and Master Plan translate into future port land use to scale up Singapore’s competitiveness
🎤 We were honoured to have Mr Lim Chin Chong, former Group Director with JTC Corporation, as our distinguished speaker, who shared valuable insights and practical perspectives drawn from his extensive experience.
💬 The seminar concluded with an engaging panel discussion, thoughtfully moderated by Professor Yap Wei Yim from SUSS, where participants exchanged views on the future of port development and Singapore’s long-term planning strategies.

🎓 10th POU Study Award Ceremony 🎓
On 28 March 2026, we proudly celebrated the 10th POU Study Award Ceremony, a meaningful milestone honouring the academic achievements of our members’ children.
We were honoured to have our Guest of Honour, POU Union Advisor Mr Baey Yam Keng 马炎庆 , join us for this special occasion. The study awards, supported by Temasek Foundation, recognise students who have demonstrated academic excellence and commitment to their studies.
A total of 52 study awards were presented to deserving students across Primary, Secondary, Junior College, Polytechnic and University levels — a true reflection of POU’s continued commitment to supporting education at every stage.
The ceremony was warmly attended by 180 parents and children, making it a joyful afternoon of celebration, pride and shared accomplishments.

We had the privilege of sharing a warm and meaningful lunch with POU’s longest‑serving advisor, Brother Murali, who has been supporting and guiding us since 2016.
True to his character, Brother Murali Pillai remains humble, approachable, and sincere, always taking the time to listen and showing genuine care and concern for the leaders and members of POU. The session was marked by open dialogue, mutual respect, and thoughtful exchanges.
Over lunch, we discussed and exchanged views on, ground sentiments from our members, ongoing local developments and key global happenings that may have an immediate impact on our members.

Keeping a cherished tradition alive, we came together on 24 February 2026 to celebrate Lunar New Year with our Port Officers’ Union (POU) family in the energetic spirit of the Year of the Horse! 🎉
PSA International Group CEO, Ong Kim Pong, hosted the festive celebration, honouring the strong partnership and close collaboration between PSA and its unions, built over the years through mutual respect and shared commitment.

🤝 Strengthening Partnership, Growing Together ⚓

The POU represents close to 400 executives from PSA Marine, including our harbour pilots, fleet executives, and colleagues across various corporate functions.

The tri‑annual meeting between PSA Marine’s top management and the POU Executive Committee continues to be a key platform to strengthen Labour‑Management relations. These sessions allow us to stay aligned on the latest business environment, share ground sentiments, and discuss ongoing initiatives to further enhance the welfare, safety, and well‑being of our members.

This meeting was also especially meaningful for our newly elected Exco members from PSA Singapore, who gained deeper insights into Marine operational issues and constraints. The exchange has helped build greater understanding and unity as we work together to support our members and the organisation.

🌸 Lunar New Year Celebrations – A Port That Never Sleeps 🌸

As we welcomed the Year of the Horse, our appreciation goes to the many colleagues who kept Singapore’s port operations moving seamlessly, even on the first day of Lunar New Year.

Together with POU, PSA Singapore Management and SPWU, we visited Tuas, Pasir Panjang and CT terminals, reaffirming a simple but powerful truth — the port never sleeps. These visits were a gesture of gratitude to our frontline teams whose dedication and professionalism ensure continuity of operations, regardless of the festive season.

In the spirit of community and togetherness, we also visited Minister Grace Fu's Lunar New Year Open House, sharing festive cheer and exchanging well wishes as we start the year with renewed optimism and unity.

Thank you to all our colleagues, for your commitment, resilience and teamwork. Wishing everyone a year filled with good health, safety and success. 🧧✨

🎉 POU 57th Anniversary Celebration – A Night to Remember! 🎉
On 14 November, we marked a significant milestone at the Avenue Lounge, Marina Bay Sands, celebrating 57 years of unity and progress.
The event was led by POU Treasurer Hadis Zulkeplie, together with Exco members Nelson Tan and Vinod Sarma, and attended by about 200 union members. It was an evening filled with joy, camaraderie, and attractive lucky draws that kept the excitement high!
👏 We proudly honored our veteran members, with appreciation awards for those who have been with us from 10 years to an incredible 50 years. Your loyalty and commitment inspire us all.
🏆 A big thank you to our members for helping POU clinch the Union Management Games Championship, led by General Secretary Heng Puay Ling! Your energy and teamwork made it possible.
🤝 We were also delighted to have PSA Management in attendance, who are proud POU union members : Jimmy Koh, Head of PSA Marine Pilotage / Digital Transformation & Lin Ting, Assistant Vice-President for PSA Singapore Human Resource (Industrial Relations)
