We have traveled to Rocky Point several times over the past two months. Although the process of entering and exiting Mexico is a bit different, it has been very fast and hassle-free. High-level, the changes are as follows:
1) Entering Mexico, there is no more "red light - green light" process to determine who gets inspected. They do random stops. It seems like when the volume is higher, they do fewer stops. Make sure you have your passports and vehicle registration ready to show. However, we were only asked for those documents once over the past three trips.
2) They are focusing on visitors bringing in alcohol, and there is a pretty high tax when you bring it in. It may delay you a bit. We decided not to bring alcohol with us and just buy it down there. That is what we recommend at this point.
3) We have been told that at some point, they will require an FMM form to be completed, and you can do so online. It takes less than five minutes to complete, and you can print the form also. So far, we have not been asked for it. Not sure we ever will, but here is the link if you want to prepare just in case: https://www.inm.gob.mx/fmme/publico/en/solicitud.html.
4) Leaving Mexico, you may be stopped also for a quick search. Out of our three trips, we were only stopped once.
Overall, it has been quick, and the staff on the Mexican side has been very courteous. On the US side, nothing has changed.

The FMM applicant shall hold a valid and current passport or card passport (Tarjeta Pasaporte) in accordance with the international law regulations; in case the country of citizenship requires it, the passport must have a valid unexpired visa.
