The Mentor Protégé Program (MPP) has been established to help small businesses develop and expand in the government marketplace with the assistance of large businesses. The Department of Defense (DoD) and the Small Business Administration (SBA) both have MPP programs. The Defense Production Act Title III (DPA) authorizes the President to ensure availability of certain supplies for defense, essential civilian, and homeland security requirements. The DPA Title III provides incentives to develop, maintain, modernize, and expand production capacity and critical technologies. DPA Title III establishes guaranteed loans, purchase commitments, grants, and subsidies to expand production capacity and supplies. DPA Title III helps contractors receive loans, direct investments, purchase commitments and other assistance to help in bolstering the supply chain.
