Before you accept a drayage rate, make sure you know exactly what you are agreeing to.

A strong quote should answer more than “What is the price?” Shippers and freight forwarders should confirm the exact terminal, fuel and chassis assumptions, prepull or storage needs, possible accessorials, carrier qualifications, quote validity, repricing triggers, shipment monitoring, and billing structure.

The goal is to understand the move behind the number before you book it.

The lowest drayage quote can look like the best deal right up until the move starts.

Missing charges, unconfirmed capacity, re-rates, missed appointments, storage, delays, and other accessorials can turn a low opening number into a much higher final cost.

For shippers and freight forwarders, the better comparison is not just the quoted rate. It is what is included, what could be added later, and how confidently the move can actually be executed.

Choosing a drayage broker should come down to more than who sends the lowest rate.

Shippers and freight forwarders should look at the provider’s port and rail experience, carrier qualification process, shipment visibility, technology, quote transparency, exception management, and accountability when conditions change.

The right broker helps manage the move, not just find the truck.

What Actually Happens After You Send a Drayage Shipment to a Broker?

There is a lot more happening behind the scenes than simply finding a truck.

A drayage freight broker can help manage the process from the initial shipment review through final delivery:

📦 Request & Assessment: Review the container, terminal, destination, timing, equipment, and handling requirements.

🚛 Carrier Matchmaking: Identify a qualified carrier suited to the location, equipment, and delivery needs.

💲 Pricing & Rate Review: Confirm what the rate includes and which charges may depend on conditions during the move.

📅 Coordination & Scheduling: Organize pickup, terminal activity, delivery, transloading, and container return requirements.

🔎 Monitoring & Communication: Track shipment milestones and keep the shipper or freight forwarder informed when conditions change.

📄 Delivery & Documentation: Confirm completion and organize the documentation and billing associated with the shipment.

Technology can make that coordination much easier. FMI's proprietary My Freight Manager® TMS supports shipment visibility, reporting, carrier management, and multimodal transportation processes. FMI's materials also describe integrations with major ports and rails for import visibility and drayage management.

Understanding what a drayage broker actually manages can help shippers and freight forwarders evaluate providers based on more than the opening rate.

The lowest drayage rate on the page is not always the lowest-cost move in practice.

When choosing a drayage broker, shippers and freight forwarders should look beyond the initial quote and evaluate how the provider handles carrier qualification, pricing transparency, shipment visibility, communication, technology, and unexpected changes during ex*****on.

A strong drayage partner should help you understand not only what the move costs, but also how the move will be managed from pickup through delivery.

What Can Change a Drayage Rate?

A quoted drayage rate can change for legitimate reasons, especially when the shipment itself changes after the original pricing was provided.

A different terminal or destination, increased container weight, newly disclosed hazmat or in-bond requirements, specialized chassis needs, appointment changes, or a switch from live unload to drop can all change what is required to complete the move.

Rates can also be affected when capacity changes before the shipment is awarded or when an event during ex*****on triggers a valid accessorial charge.

The important question is why the price changed.

Was there a real change in the shipment or operating conditions? Or was something necessary for the move simply missing from the original quote?

Understanding the assumptions behind a drayage rate makes it easier to compare quotes and evaluate changes when they happen.

Not all drayage quotes are built the same.

A complete rate breakdown should help shippers and forwarders separate the move into four cost layers so they can evaluate more than the opening number:

Base Transportation
Linehaul, fuel, and the defined origin, terminal, and destination under the stated assumptions.

Required Equipment and Qualifications
Known shipment needs such as chassis, re**er equipment, tri-axle chassis, overweight permits, hazmat-qualified capacity, bonded authority, or other specialized requirements.

Predictable Operating Requirements
Services that may be anticipated based on the move itself, such as prepull, overnight storage, chassis split, chassis flip, drop and retrieval, extra truck movement, or repositioning.

Contingent Accessorial Charges
Charges that depend on later events, such as detention, demurrage, extended storage, added chassis days, missed appointments, redelivery, or driver wait time.

This matters because the lowest visible quote is not always the lowest expected cost. When required or predictable services are not clearly separated, the final cost of the move can be harder to evaluate upfront.

How Does a Drayage Broker Determine Pricing?

A drayage rate should be based on the actual requirements of the move, not just a linehaul number.

Before pricing a shipment, a broker may need to evaluate the exact port or rail ramp, destination, container type and weight, chassis requirements, appointments, container availability, last free day, specialized equipment, carrier availability, and other operating conditions.

It also helps to separate costs into three categories:

🔹 Known charges: Costs already required based on the shipment details
🔹 Likely charges: Costs that can reasonably be anticipated based on timing, equipment, distance, or the operating plan
🔹 Contingent charges: Costs triggered only if certain events occur, such as detention, terminal delays, appointment changes, or extended storage

That distinction matters because an “all-in” quote can include what is known when the rate is prepared, but it cannot always account for conditions that develop later.

For shippers and forwarders, transparent drayage pricing should make it clear what is included, what is excluded, what may reasonably be expected, and what could change the final cost.

Who does what in drayage?

The roles can sound similar, but they are not the same.

A drayman physically moves the container. A drayage carrier provides the truck, driver, operating authority, and related equipment. A drayage broker coordinates qualified carriers while managing pricing, timing, communication, documentation, and ex*****on. A general freight broker may arrange transportation without specialized drayage experience involving ports, rail ramps, chassis, containers, or accessorials.

Understanding the difference helps shippers and freight forwarders know who is moving the freight and who is managing the operation.

A drayage rate is only useful when the details behind it are clear.

The exact terminal, container type, weight, chassis requirements, last free day, appointments, delivery method, carrier availability, and potential accessorials can all affect what it takes to complete the move.

That is why a complete quote should account for more than just origin, destination, and linehaul.

Before comparing drayage rates, make sure each provider is pricing the same operating requirements.
