2024-03-05 (7) LWS Peeps - The Lewiston airport recently installed "Pilot Controlled Lighting" (PCL). I had an early morning flight and the attached video shows how PCL works. When the tower is not manned, pilots can turn on the airport lights by clicking their mic on tower frequency... 3 clicks for low, 5 clicks for medium, and 7 clicks for high. The lights stay on for 15 minutes. In the video I clicked the mic 5 times. This was a huge deal for saving money on the airport's electric bill since all those airport lights do not need to be left on all night when the tower is not manned.

2024-01-25 (6) LWS Peeps. This page is about the LNPC Airport, but I know many people in the LC Valley utilize the Boise flight from the Moscow-Pullman Airport. Alaska is cutting it’s flight schedule in June, July and August to just one flight per day.

This flight was established after the University of Idaho and Washington State University agreed to pay Alaska Airlines a subsidy of $500,000, with the UofI paying $400,000 of that.

My guess is that the pilot shortage has caused Alaska to have to trim service this year during the peak summer travel season.

2024-01-22 (5) LWS Peeps – In our last LNPC Airport Board Meeting we had a joint meeting with the Lewiston City Council and Nez Perce County Commissioners to give them information about United’s Minimum Revenue Guarantee (MRG) contract. I thought this would be a good time to inform the LC Valley what MRG is, and my opinion about the United MRG.

First, United flies a 50 seat regional jet from Lewiston to Denver International. Last year this flight accounted for 47% of all passengers traveling out of the Lewiston Airport. Denver is the 3rd busiest airport in the United States and this United flight makes the Lewiston airport a gateway to hundreds of destinations with a single stop. Also, according to the Idaho DOT, the LWS Airport has an annual economic impact of $73.5 million and this United flight contributed $23 million to that total.

The United flight to Denver has been operating for about two years now, and has had its share of problems. The pilot shortage has been hard on the airline industry and that contributed to United moving the Denver flight from a morning flight to a noon flight. In the summer, the midday heat raises the airports “density altitude”. The airport is about 1400ft above sea level, but the heat causes an airplane’s performance to degrade as if the airport were a much higher elevation. This caused the maximum take-off weight of the United jet to be dramatically reduced. If the airplane is to reach Denver, it cannot load less fuel, so United is forced to load fewer passengers to reduce weight. This caused the average passenger load drop to 60% in the summer, when loads were 87% the rest of the year. Also, if the noon jet was delayed even an hour, it missed most of the East Coast connections in Denver.

The issues above have been fixed with this new United MRG contract that makes the flight an RON morning flight. RON stands for “Remain Over Night”, which means the airplane flies to Lewiston in the evening, parks overnight, and flies out first thing in the morning. This means the flight will have very few delays and reliably make all connections in Denver. It also means the summer heat issues will be eliminated and average passenger loads will likely stay around 87%.

How much is this going to cost the City of Lewiston? The MRG contract is based on passenger load and could cost the City of Lewiston as much as $4.1 million, or less than $1 million, depending on the passenger load. (See attached pricing table). In my opinion, the final cost will end up being between $1 and $1.5 million based on an average passenger load of 87% ( Note: MRG is calculated from each flight’s passenger load) .

Why is the City of Lewiston paying the MRG instead of the LNPC Airport? FAA “Grant Assurances” do not allow the airport to pay the MRG. Two years ago Nez Perce County paid the United MRG to initially entice United to fly out of Lewiston. This time around it is the City of Lewiston’s turn to pay the MRG.

Are other communities paying MRGs? Yes, Twin Falls, Idaho Falls, Yakima, and Wenatchee are just a few examples of other communities that are currently paying MRG’s to retain their air service.

Joe, what do you think of this MRG deal? I strongly support this deal! Personally, I wish the pilot shortage and fuel prices had not caused the airline industry to have to make communities choose between paying MRGs or losing their air service, but that is the state of the industry today. Many communities are losing their air service without even being given the option to keep it by paying MRGs. There just are not enough pilots to go around. The airport’s air service committee has been working very hard to give our community this option and, in my opinion, it is a very good option for our community. Even if I’m wrong and this contract ultimately costs Lewiston $4 million instead of $1.5 million, the return on this money in economic impact is still $23 million. Where will the City of Lewiston ever see a return on investment this large? Also, businesses and professionals (like doctors), that are considering moving to Lewiston are doing so, in part, because of the air service we have to our three major hubs. Lewiston’s growth is dependent on retaining all of our air service. Because of all this, I believe the decision to pay the MRG and keep our United flight to Denver is a “no brainer”. I will add, that I would have a completely different opinion if this flight had not been moved to an RON morning flight.

One last comment… I have been seeing on social media several comments from people who are not informed about this issue because they did not attend the public meeting where this MRG contract was explained to the city council and county commissioners. This meeting had public comments at the end, so the public could ask questions after seeing the airport director’s presentation. I’ve seen comments where a former city official used the term “black mail” in regards to this MRG deal. I urge everyone to reach out to the members of the airport board or the airport director if they have questions about United MRG. Our goal is to give the Lewiston City Council (and all members of our community), the most accurate information possible so they can make the best decision for our community.

2024-01-16 (4) LWS Peeps – Who owns the Lewiston Nez Perce County Airport? As the name implies, LWS is owned by both the City of Lewiston and Nez Perce County. In fact, the ownership is exactly a 50% / 50% split. In reality this means we the citizens own the airport.

Prior to 2010, the City of Lewiston used to manage the airport, but in 2010 the FAA urged the City of Lewiston and Nez Perce County to create an independent “Airport Authority” with its own board to govern the airport. The legal document that creates this autonomous authority is called the “Joint Powers Agreement” (JPA). This document has had minor updates over the years, but has remained mostly intact since 2010. I have attached the 2010 signature page of this document to this post.

The JPA specifies a 5 member Airport Authority Board. The City of Lewiston and Nez Perce County each appoint 2 Airport Authority Board Commissioners, and those 4 commissioners choose a 5th “at large” board commissioner. I am that fifth at large commissioner.

Unlike the Port of Lewiston, the JPA does not give the Airport Authority taxing powers. So, the airport’s budget is paid for by grants, airport income, and supplements from the City of Lewiston and Nez Perce County. The airport’s operating and capital budgets together are about $2.1 million. The airport receives about $1 million in revenue which leaves the City and the County supplementing the airport’s budget about $1.1 million.

When will the airport become self-sustaining? Generally airports like LWS become self-sustaining when they reach 100,000 commercial air “enplanements”(revenue passenger boarding an airplane) per year. Lewiston is just under half way there.

2024-01-14 (3) LWS Peeps – Let’s have some fun today! I thought I would show everyone what an instrument approach into our airport looks like. Attached is the video for an approach I performed on January 8, 2024 to runway 26 at LWS. The approach is called RNAV Y RWY 26 and is an LPV approach. LPV stands for Localizer Performance and Vertical glide path. It is a precision approach run on a GPS as opposed to a ground beam (ILS) approach. The approach minimum for this approach is 200 ft above ground level(AGL). However, on this particular approach I broke out of the clouds at around 1000ft (AGL). I thought it would give everyone a good feel for what the pilots see and do when then fly into LWS under Instrument Flight Rules (IFR) weather conditions.

The Lewiston Nez Perce County Airport has 2 approaches with 200ft AGL minimums, and several more with 300ft and 400ft AGL minimums. These approaches and the amazing weather we get in the LC Valley make LWS one of the most dependable airports in the United States.

2024-01-10 (2) LWS Peeps – Is there a way to determine the Lewiston Nez Perce County Airport’s value to the community? Well, the Idaho Transportation Department calculates this value once every 10 years with their latest report published in 2020.

In 2020, the ITD calculated the Total Economic Impact of LWS at $73.5 million! Compare this to the 2024 total Operating and Capital Budget expenses of $2.13 million, and the airport provides an amazing return on investment for our community and the State of Idaho. Another interesting factoid is that in 2024 the airport expects to receive $3.1 million in grants, mostly from the FAA, for capital improvements. Also, the airport earns about $1 million in income from airport operations, but still requires approximately $560 thousand from both the City of Lewiston and Nez Perce County to make up the shortfall. Is the $1.2 million dollars of support for the airport from the city and county worth it? Given the airports economic impact, I think it is definitely worth it. I will be examining the airport budget in more detail in future posts.

LWS Peeps! This is the my first FB Post keeping you informed on the Lewiston Nez Perce County Airport. Given this is the first week in 2024, I decided to let you know our accomplishments in 2023. Mike Issacs and his team have been working hard to make LWS the best it can be, and this list of accomplishments proves it. Here we go.

Air Service – New air service to Seattle! This adds to LWS flights to Salt Lake City and Denver. The Denver flight has been upgraded to an E175. We are the smallest community BY FAR to have two major airlines serving 3 major cities.

Completed South Ramp and taxilanes. New hangar leases are on sale now.

Rebuilt large portion of Taxiway A and modified Taxiway A1 to accommodate large commercial aircraft.

Hosted Radials & Rivers Airshow.

Provided Air Service for a record number of cruise ship passengers.

Hosted State Congressional Tour.

Hosted Business After Hours

Installed Pilot Controlled Lighting – This allows pilots to click their mics on tower frequency and turn on the airport lights when the tower is closed. This saves many $$$ on electricity!

Received a FREE beautiful backup fire truck from a surplus in Helena MT. This truck is worth almost $100,000, and it improves AARF dependability. Great work finding this Mike Issacs.

Pass our FAA Part 139 inspection with ZERO discrepancies! This certification allows LWS to host the airlines.

Friends and neighbors of the LC Valley, I have made a New Year's resolution to use my position on the Lewiston Nez Perce County Airport (LWS) board to keep everyone better informed about what is going on at the Lewiston Airport. This is my attempt to make the governance of the Lewiston Airport more transparent to the citizens who own it and depend on it for their air service. There are many very exciting things going on at the Lewiston Airport and I hope to bring you all the news in a way that is informative and entertaining.
