Most people assume that if a child has the right accommodations in place, the reading problem is being addressed.
It isn't.
Accommodations reduce the barrier between a struggling learner and the curriculum. They are valuable, and often essential. But they work around the cognitive gap; they don't close it.
For children in the early and middle years of schooling, the window for meaningful neurological change is real. The cognitive systems involved in reading are still developing and responsive to targeted input.
Using that window well means understanding the difference between supporting a learner and building a learner's capacity. That distinction is what this document is about.
