The Halloween & Costume Association (HCA) was formally incorporated in 2005 as a 501(c)(6) trade organization to promote and build the celebration of Halloween in the United States. HCA represents businesses involved in the manufacture, importation, or distribution of Halloween products including costumes, decor, novelty items, and party supplies. HCA is seeking member input on the impact of counterfeit and pirated products on the Halloween and costume industry.

The Office of the United States Trade Representative has opened its 2026 review of online and physical markets that reportedly engage in or facilitate substantial trademark counterfeiting and copyright piracy.

If your company has experienced counterfeit products, unauthorized use of intellectual property, ineffective marketplace takedowns, lost sales, consumer safety concerns, or other related harm, we encourage you to share your experience with HCA. Member input may help inform HCA’s advocacy efforts and comments to USTR.
