Attached please find our Work Authorization for the above referenced project. The Scope of Work was
prepared based upon the request for information discussed at the last OSRD meeting. The Riverbluff Road
project was tabled until an engineering study could be performed to collection information regarding the
traffic volume, speed, roadway alignment, roadside safety, accident history, development pattern in the
area, and pedestrian and bicycle accommodations. The intent of the study is to this collect information that
the citizens were requesting and present it at the next OSRD board meeting in June.
Please review the proposal and provide me the Notice to Proceed and we can get started to ensure we will
have the information by the next meeting.

Spencer,
Since this is supposed to be a collector road, I would expect the intersection at 3rd and riverbluff would also be altered to
make traffic flow up 3rd as designated in the OTO plan.
With the entire boards approval of course, could you please include in the engineering estimate, an engineering plan to
ensure traffic flow up 3rd street, as opposed to continuing straight on riverbluff?

I have been super busy till ten or later at night.
With that said I feel that we have to have commitment from the people you represent on accepting the findings of
this$28,000 traffic study even if it goes beyond what we were trying to achieve.
I know if it came back with less or no need for improvement they would totally hold us to the study. I see also if they would
accept the study they would just go after our process of doing the job like we always have.
As in scheduling a special meeting with out Ed involved and my extremely busy time of the year I don't see that being
possible.
I pushed things of my own daily business the day of the meeting because I felt the meeting would lengthy.
If I would of known of your prior commitment by being notified by email I probably would of postponed the meeting.
Hind sight of not having a quorum and no possible action being able to happen it was two hours of listening to angry
people myself.
Unfortunately you will never win the locals that it changes the most.
With the bridge being closed the biggest part of the last seven years and not having heavy truck traffic before that they
don't realize what just the bridge opening with no weight restrictions will create on the roads in that area.

Scott, I just spoke with Ed on the phone. He is physically able to resume his duties as of right now, per his own words.
Sharon, could you please work with Scott and Ed to schedule a meeting so we can vote on this engineering study?
If possible, this meeting needs to be scheduled by the end of today. We must honor the promises Scott made to our
constituents in the last meeting to have this engineering study completed.

In my previous email I sent I stated that the neighborhood would need to put in writing that they will accept the findings.
I know if they came back in their favor they would hold us to it.
With Chase doing a sunshine law request I can see that if the study would come back not in their favor they are gearing
up for a fight based on the paperwork .
When you left the meeting early I told the crowd that we just went in to discussion mode with nothing technically could be
accomplished.
I did say we could traffic counters,data available on traffic numbers. Unfortunately with the bridge closed and the former
bridge having weight limits it's hard to play the numbers game.
I did agree to have Spencer give us details on a extensive traffic study and to come up with a cost. This is what he done
with a twenty eight thousand price tag proposal. When actually this was a project that was approved by the former board
with approval from the county IGA for cost share and signed off by the county commissioners. A new board member has
no position to go back on what business has been officially done by the former board. You can only try to change the
future actions of the board.
Hansen submitted two days of billing instead of a complete bill based on bid.
Since it was you that created an additional cost of at least three thousand dollars based on sixteen hours when at the
very most we got a total of eight hours, because of you shutting them down. There are conflicting emails on the position
why. I'm in the process of asking Pat about the collection of this bill from you. You have stated that you are there to save
taxpayers money based on several overlaps of government.
I don't know how much taxpayers money as in representation of different government bodies was wasted based on you
inviting them to the meeting then only you having to leave thirty minutes into the meeting.
At this point I won't schedule a special meeting. It was told that Ed needed to recover for several weeks before engaging
in a meeting especially the type meetings like these would be.
If he chose to show up at the regular monthly meeting then that's his right.
I have got a letter from the OTO stating these improvements are a step in the direction of the long range plans that they
show of a sixty five feet of road right of way. Which is classified as a collector road.
