Speed Limiter Proposal: More Time to Comment

For those wishing to comment on the mandatory speed-limiter proposal, the Federal Motor Carrier Safety Administration has extended the deadline.

The May 4 advance notice of supplemental proposed rulemaking announced FMCSA's intent to proceed with a speed limiter rulemaking and asked for comments.

The agency received requests for an extension to the comment period from the American Trucking
Associations and the Owner-Operator Independent Drivers Association. The deadline for comments has been extended from June 3 to July 18.

Will Supreme Court Rule on California's Controversial AB5 Law?
California’s controversial AB5 law, which would largely eliminate the traditional owner-operator model for trucking in the state, could go into effect as soon as sometime in June — if the Supreme Court takes the advice of the U.S. solicitor general and declines to hear a California Trucking Association lawsuit challenging it.

Assembly Bill 5, passed in 2019, established a establishing a strict ABC test to determine whether a worker is an employee or an independent contractor. The California Trucking Association challenged it and obtained a preliminary injunction, but that was overturned on appeal. The injunction remains in place, however, pending CTA’s appeal to the Supreme Court.

Diesel Prices Retreat, Inventories Still a Concern

On-highway diesel prices appear to have leveled off, based on the latest numbers from the Department of Energy, which show the national average dropping slightly over the past two weeks.

But with prices in the Northeast still well over $6 per gallon after inventories of diesel in the region dropped to record lows, the White House is considering an emergency declaration allowing the administration to release diesel from the Northeast Home Heating Oil Reserve, reports CNN. The reserve is rarely tapped; it was last used after Superstorm Sandy a decade ago.

As of May 23, the national average price of diesel was $5.57 per gallon, down 4.2 cents from a week ago. That followed a 1-cent drop the previous week. However, prices are still $2.32 higher than they were a year ago.

Want to Reserve a Tesla Semi? Get Out Your Wallet

Nearly five years after Elon Musk introduced his electric Class 8 Tesla Semi in a flashy launch event, Tesla has started taking deposits for the truck, at $20,000 each.

However, potential buyers still don’t know when they will actually get their trucks. According to published reports, the Semi won’t be released this year, and it could be next year or later.

The Semi has seen a string of delays since the Semi was unveiled in 2017; at that time, it had a projected date of 2019 for availability. Last fall, supply-chain problems caused Tesla to once again push out the estimated date for production. Most recent indications were 2023 would be the earliest.

According to the Tesla website, Semi reservations require an initial $5,000 credit card payment. A $15,000 wire transfer payment is required for the first Tesla Semi, plus a $20,000 wire transfer for each additional Tesla Semi. Wire transfers are due within 10 days.

Those deposits presumably will be applied toward the Tesla selling price. In 2017, the company posted prices at $150,000 on its Standard variant, and $180,000 for its extended-range version.

Among the companies that previously said they had placed orders were Albertson’s, Anheuser-Busch, Golden State Foods, J.B. Hunt, PepsiCo, Pride Group, Schneider, UPS, and Walmart.

WattEV to Build Electric-Truck Charging Stations at Port of Long Beach
WattEV and the Port of Long Beach announced plans to build a charging plaza for heavy-duty electric trucks inside the port complex.

“This project is an exciting opportunity in WattEV’s near-term plans to build an electric-truck charging ‘highway’ from the Port of Long Beach to Sacramento by the end of 2023,” said Salim Youssefzadeh, chief executive officer of WattEV in a news release. The news was announced during the annual Advanced Clean Transportation (ACT) Expo at the Long Beach Convention Center.

WattEV’s POLB e-truck charging plaza will feature 26 charging bays using Combined Charging System (CCS) connectors to provide power at up to 360 kilowatts. The CCS system is the current charging standard for heavy-duty e-trucks, while faster charging systems are under development.

This year, International Roadcheck will take place May 17 — 19 at weigh and inspection stations, on roving patrols, and at temporary inspection sites throughout Canada, Mexico and the U.S.

Each year, the CVSA selects an area of emphasis for the 72 hour Roadcheck campaign. Last year, inspectors focused on Hours of Service violations and lighting violations.

Nikola Celebrates Customer Launch of Serial Production in Arizona

Nikola marked the beginning of its commercial serial truck production of its Nikola Tre battery-electric Class 8 truck in Coolidge, Arizona, and celebrated the customer launch of production during a special ceremony with fleet customers and government officials.

Production of the Tre BEV began March 21. Phase 1 at the Arizona manufacturing facility provides Nikola with a production capacity of 2,500 trucks.

Construction of the Phase 2 assembly expansion area has begun and is expected to be completed in 2023 with a production capacity of up to 20,000-trucks per year on two shifts.

Police find credit card skimmer hidden inside diesel pump

A local police department in Louisiana says that a credit card skimmer was found at a truck stop.
On May 9, the Haughton Police Department (HPD) responded to a Pilot Truck Stop located at 490 North Elm in Haughton, Louisiana, for a reported credit card skimmer.

“While a technician was working on a faulty card reader on pump 22, he located a device attached to the card reader on the inside of the machine known as a Skimmer. These devices are used to copy card information. Skimmers are typically known to be found attached to the outside of the card reader, but not this one. Someone opened the pump and attached it internally,” HPD said.

Volta Trucks to Enter U.S. Market with Electric Class 7

uropean electric truck manufacturer Volta Trucks has revealed the roadmap for its entry into the North American market, and plans to operate its Class 7 Volta Zero electric truck in California in 2023.

Volta Trucks will initially introduce a pilot fleet of 100 Class 7 trucks in mid-2023 that will be evaluated by U.S. customers, starting in Los Angeles, ahead of a roll out of production vehicles in 2024.

“With more than 6,000 vehicle pre-orders in hand, from some of Europe’s largest fleet operators, it is time to expand our geographic horizons and look towards the significant market opportunity in North America,” Volta Trucks Founder Carl-Magnus Norden said. “I believe our full-electric truck will be perfectly suited to the US customer’s needs, and we look forward to engaging customers to gain feedback on our product and services, then testing and learning as we look to exceed their expectations.”

Have an opinion about the speed limiter mandate? The FMCSA is accepting public comments NOW.

The trucking community has just 30 days to make their voices heard as the Federal Motor Carrier Safety Administration (FMCSA) pushes forward with a plan to require speed limiting devices on heavy duty trucks.

Starting on Wednesday, May 4, the FMCSA will accept public comments on its intent to proceed with a speed limiter rule that was proposed several years ago.

Public comments will be accepted through June 3, 2022.
