The Federal Motor Carrier Safety Administration (FMCSA) is reviewing a request that could let some truck drivers return to paper logbooks instead of using electronic logging devices (ELDs) to record their hours of service.
The exemption request was filed by the Federation of Professional Truckers (FOPT), which argues that paper logs are widely understood by law enforcement and remain a reliable, enforceable method of tracking records of duty status. The group also says ELD requirements place an unfair financial burden on small carriers and that technical glitches and device failures make paper backups necessary.
FMCSA will open a 30-day public comment period starting February 9, 2026, allowing drivers, carriers, and industry stakeholders to weigh in before any decision is made.
