Clarification from the FAA. In a nutshell you don't have to be in class B or C is you are within the 30 mile circle around KTIX! You can do all your altitude changes under the shelf!
Ok... this is direct from the FAA

In preparation for the Validation flight, please remember that the flight must be in ADS-B rule airspace for at least 30 minutes. Rule airspace is:
· Class A, B, and C airspace
· Above the ceiling and within the lateral boundaries of a Class B or Class C airspace area up to 10,000 feet MSL
· Airspace from the surface up to 10,000 feet MSL within 30 nautical miles (nm) of certain busy airports; these airports are listed in appendix D to part 91 and can be found athttps://www.gpo.gov/fdsys/pkg/CFR-2015-title14-vol2/pdf/CFR-2015-title14-vol2-part91-appD.pdf
· Class E airspace at or above 10,000 ft MSL over the 48 states and DC, excluding airspace at and below 2,500 ft AGL
· Class E airspace over the Gulf of Mexico at and above 3,000 feet MSL within 12 nm of the coastline of the United States
