Jones County Jail Administration Office Our Jail admin office controls the county jail operations. Additional duties are conceal permits. Conducts s*x offender checks and to include registration.

The Jail Administration provides the public with access to carry conceal permit applications and processing. We provide court ordered DNA sample processes and we assist in jail operations for the county sheriff's office.

Our Jail Administration Office consists of two officers at the rank of Captain. With nearly 40 years of experience and dedicated service in the Detention and Communication field. Both of us are professionally trained with numerous certifications that range from Jail certifications and DCI terminal certifications 1-7. One holding a Criminal Justice Degree and the other with nearly 40 yrs of Honorable Military Service in two Branches of our military. Both hold Intermediate and Advance NC Jail Certifications. One Captain was born in eastern NC and the other born out out of state. Both live in Jones County. Together we manage and enter all of the Domestic Violence Protective Orders for the county to include manage, enter and monitor all s*x offenders. In addition, we enter, process and maintain all Conceal Permits and files for the county. With all these duties, we successfully manage, control the safe and secure operations of the local Jail for the Sheriff. We manage all Jail Operations to include supervise eight (8) officers to include their Certifications, Continuing Education and well being. Our office vastly improved Jail Operations and added many advance tools that officers use today. Tools,Equipment and Proceedures some jails in our state don't have or use. Our Jail consists of a 21 bed facility which was built in 1939. Jail Inspections with the state have always been above satisfactory. Our files are inspected by the NC State Bureau of Investigations unit and our Conceal permit files have been inspected by the Federal Bureau of Investigation with a 100% rating and used as a model for other counties. Our Administration Office conducts fingerprints for the public to include court order DNA sampling. We even monitor and maintain all the Jail finances to include ordering of equipment and supplies for the jail to include officer uniforms and duty gear. Our office accomplishes all these tasks and duty assignments with the perfect guidance and backing of our Sheriff Matthew J Wineman and his senior staff.

"Offender Barfield has been captured!!!"

A few months ago, Offender Barfield while under Probation and Parole supervision, Barfield had failed to appear at the Porobation Office. He was listed as an absconder from Probation. Probation Officers had alerted the Jones County Sheriff's Office, S*x Offender Registry Unit that same day. After a couple address verification checks, and several checks by Probation, investigators were determined to get additional information from the public on possible wearabouts of the Offender. After speaking to a few individuals, information collected indicated that the offender may have left the country. This prompted investigators to check other ways to determine if in fact the offender had really left the country. Offender Barfield had made several social media posts to include downloading photos. With the public input and the offenders own social media posts, Investigators were convinced that the Offender did infact leave the United States unlawfully. Probation had contacted the Jones County Sheriff's Office S*x Offender Registry Unit that the Offender had left the country without international travel authorization. The Jones County S*x Offender Registry Unit informed the State Bureau of Investigation and Additional warrants we're entered in the system along with the violation as a s*x offender. Probation handed off the case to Parole and alerted the US Marshals Services for his apprehension.

Offender Barfield was apprehended by Mexican Federales when Barfield was attempting to leave the country of Mexico. He was captured and delivered to American Federal Immigration Enforcement Agents at the American Port of Entry. Offender Barfield was in possession of his brothers Passport at the time of the initial apprehension. He was officially deported out of Mexico for entering Mexico illegally. Offender Barield is currently confined in an undisclosed location in the U.S. at this time.

The Jones County Sheriff's Office appreciates the outstanding team work with the Mexican Federales, US Marshals Fugitive Task Force, US Border Patrol Agents and especially the NC Department of Adult Corrections for their hard work in the initial process in this apprehension.

********Carry Conceal Permits********

Senate Bill 118, Military and Veteran Support Act, was enacted into law on July 9, 2025.


The bill reduces the concealed handgun permit application fee from $80 to $45 and the concealed handgun permit renewal fee from $75 to $40 for a person who was discharged honorably or under general honorable conditions from military service in the Armed Forces of the United States.

The bill requires an applicant claiming this reduced fee to provide a Form DD-214 showing the applicant has been discharged honorably or under general honorable conditions or some other documentation showing the same honorable or under general honorable conditions discharge that is deemed satisfactory by the sheriff.

This new law was effective July 1, 2025, and applies to applications for concealed handgun permits and concealed handgun permit renewals submitted on or after that date
