Although South Africa has strong laws and frameworks in place:

• Level crossings remain high-risk
• Outdated signage and standards need attention
• Responsibilities are unclear and fragmented
• Road safety audits are not fully implemented
• Gaps exist in data, funding, enforcement, and accountability
Moving forward requires:

TRIM is making important strides to improve safety at level crossings.

John Kannemeyer and Nkululeko Gobhozi shared how efforts across Transnet Rail Infrastructure Manager ( TRIM) are helping reduce risks where roads and rail meet.

From safety awareness campaigns to testing new technologies and low-cost solutions like speed humps and rumble strips, TRIM is taking action to protect communities.
Safe level crossings need all of us drivers, communities and authorities to work together and stay alert.

The mid-morning session delivered powerful insights from across the transport sector on how we can make railway level crossings safer.

Tony Seoane from SANRAL spoke about the importance of road design, stressing that visibility and stopping distance are critical to preventing accidents.

His colleague, Kwanele Simelane, shared how SANRAL is tackling high-risk crossings through a mix of better signage, improved infrastructure and focused interventions, supported by strong incident management systems.

Bringing a human perspective, Thozama Mokoena from Transnet Freight Rail reminded us that accidents at level crossings deeply affect train drivers too highlighting the emotional and psychological toll and the importance of ongoing support.

The message was clear: improving safety at level crossings requires engineering, awareness and collaboration working together to save lives.

Railway safety is everyone’s responsibility.

Brian Monakali, CEO of the Railway Safety Regulator, opened the Symposium by setting a powerful tone for the discussions ahead. He emphasised that achieving zero harm at railway level crossings requires data-driven action and strong collaboration across all stakeholders.
“There is an urgent need for collective, proactive safety measures to reduce risks and ultimately eliminate accidents at railway level crossings,” he said.
Echoing this message, RSR Level Crossing Specialist,
Vhutshilo Rambevha highlighted that this cannot be “business as usual.” Real progress will only come through bold, targeted interventions,not incremental change.
Together, we can drive the change needed to save lives.

Today, the Railway Safety Regulator is hosting the Inaugural Level Crossing Symposium at The Forum in Bryanston, Johannesburg, under the theme “Zero Harm at Level Crossings.”

The event brings together more than 100 stakeholders from across the transport sector including road authorities, rail operators, policymakers and safety experts all committed to improving safety at level crossings.

The symposium also forms part of activities marking International Level Crossing Awareness Day (ILCAD), highlighting the importance of collective action in preventing accidents and saving lives.
