Strengthening Regional Rail Safety and Collaboration

The Railway Safety Regulator (RSR) recently engaged with Eswatini Railways (ESR) in a constructive stakeholder engagement session aimed at strengthening collaboration and advancing railway safety across the region.

The discussions focused on enhancing cooperation between the two organisations, with the RSR providing insights into key regulatory processes, including the Safety Permit Process Flow, Safety Management System (SMS) determination and guidelines, as well as the Rolling Stock Approval Process.

A key outcome of the engagement was the commitment to continue discussions on service offerings aligned with the Railway Safety Act, 2024, including opportunities for independent investigations and other areas of mutual interest.

Eswatini Railways also shared its future plans, strategic projects and planned infrastructure investments. These initiatives present significant opportunities to enhance regional rail connectivity and increase commodity volumes moving through South Africa, supporting the objectives of the Rail Master Plan and contributing to sustainable economic growth.

Partnerships such as these are essential to building a safer, more integrated and efficient rail network that drives regional development and unlocks long-term value for the rail sector.

Building a Stronger Safety Culture Across South Africa’s Rail Industry

The Railway Safety Regulator (RSR) has officially launched the Baseline Assessment of Rail Industry Safety Culture Project in partnership with the University of Johannesburg (UJ). This industry project was endorsed and launched during the CEO’s Safety Forum that was held today, represented by the CEOs of the Main Line operators and Infrastructure owner already holding safety permits.

With human factors contributing to a significant proportion of rail incidents, the project will look beyond systems, engineering and technology to explore the behaviours, attitudes, leadership practices and organisational factors that shape safety every day.

The assessment will seek to understand the state, determinants and barriers to safety culture among South African rail operators, ultimately informing the development of a framework to guide the industry towards a stronger, more proactive safety culture.

The project is designed to be inclusive, with confidentiality and ethical safeguards in place to create a safe space for genuine employee and leadership feedback.

Engineering excellence is critical to the future success of South Africa’s rail industry.



Addressing the South African Institution of Civil Engineering (SAICE) Presidential Breakfast, Railway Safety Regulator CEO Brian Monakali shared insights under the topic: "Engineering Excellence: Step-up in Rail Performance", highlighting the vital role of engineering innovation in rebuilding, modernising and future-proofing South Africa's rail system.

Monakali emphasised that rail is far more than transport infrastructure. It is a key enabler to economic growth, industrial competitiveness, job creation and social inclusion. However, challenges persist in the rail sector and impose significant costs on the South African economy, reinforcing the need for sustainable interventions.

He noted progress and momentum in open access initiatives, regulatory developments, network modernisation programmes, and the progression of South Africa's Draft National Rail Master Plan which present opportunities to increase freight volumes, improve passenger mobility, strengthen safety outcomes, and stimulate investment in rail infrastructure.

According to Monakali, the sector must move beyond recovery towards building the railway of the future leveraging on existing rail capabilities, including world-class heavy-haul operations, advanced traction systems, specialised freight technologies, and passenger rail innovations.

His message to delegates was unequivocal: "Rail must work." Achieving this will require a renewed commitment to engineering excellence, innovation, safety, and collaboration across the entire rail ecosystem.
