The Capetrain Express Foreshore Station represents far more than a transport interchange: It reimagines the Foreshore as Cape Townโ€™s new civic and economic gateway. At the heart of the precinct, a landmark station adjacent to the Cape Town International Convention Centre (CTICC) would transform an area currently dominated by elevated road infrastructure, surface parking and underutilised land into a vibrant mixed-use destination. The station would act as the catalyst for transit-oriented development, unlocking new residential neighbourhoods, mixed-use commercial space, hotels, retail, public squares and green public spaces while creating direct, high-speed connections between Cape Town International Airport, the Cruise Terminal, the CBD, the V&A Waterfront and the wider metropolitan region. By integrating tourism, business and public transport into a single world-class hub, the precinct has the potential to become one of the most economically productive urban districts in Africa.

This vision also represents a fundamental shift in transport investment. Instead of dedicating billions of rand to completing a 1970s apartheid-era freeway project that primarily serves private vehicles, twenty-first century Cape Town has an opportunity to invest in public infrastructure that moves significantly more people, unlocks long-term economic growth and reconnects communities divided by apartheid spatial planning. Every major station on the Capetrain Express network would become a destination in its own right, attracting investment, supporting higher-density urban development and expanding access to employment and opportunity for all. The Foreshore is one of the few places where Cape Town can simultaneously address its transport challenges, stimulate private investment, increase tourism, deliver meaningful spatial transformation and redefine its skyline. The decisions made here will shape not only how people move around the city, but how Cape Town grows, competes and creates opportunity for generations to come.

These 30-minute isochrone maps demonstrate Cape Townโ€™s connectivity problem by displaying an individualโ€™s 30 minute travel time โ€œbubblesโ€ of opportunity depending on if they rely on scheduled public transport (and walking) departing from various train and MyCiti bus stations, compared to private vehicle use departing from these same locations during off-peak conditions. The departure locations include Cape Town Station (Pink), Fish Hoek Station (Dark Blue), Kapteinsklip Station (Orange), Chris Hani Station (Red), Strand Station (Purple), Stellenbosch Station (Light Blue), Paarl Station (Dark Green), Kraaifontein Station (Light Green) and Woodbridge MyCiti Bus Station (Maroon). The limitations and constraints of the existing network are clear to see with marginalised communites the most constrained to corridors having limited opportunities within any reasonable time frame. This is the โ€œgapโ€ in Cape Townโ€™s transport system that the Capetrain Express Project will fill. By providing a significant reduction in overall commute times, the network will encourage private vehicle users to switch to public transport, while simultaneously growing everyoneโ€™s travel time โ€œbubblesโ€ of opportunity to the point where every corner of the metro is accessible within a reasonable amount of time.

The location of the proposed Capetrain Express Cape Town International Convention Centre (CTICC) Station on the Foreshore offers an opportunity to turn the most valuable land in the city into a transport hub that will fundamentally alter the city skyline. The transformed idle dead space between the CTICC, Customs House and Duncan Dock can turbocharge the regional economy, enabling a new expanded Cruise Terminal with a rail link directly servicing the CTICC, this new cruise terminal, the lower business district and the V&A Waterfrontโ€™s 25 million yearly visitors (and 30 000 daily employees).

This new Capetrain Express CTICC hub would create an effective sea, land and air tourism-corridor that enables easy access to multiple ports of entry, providing a fast and predictable commute between key city-regions, encouraging tourists to explore the greater metro region, even with the limited time offered by a port of call. This would increase the appeal for cruise liners to make Cape Town a turn-around port due to easy access and fewer congestion related constraints for embarking and disembarking passengers, which would significantly increase the economic impact of the Cruise industry on the Cape Town economy.

Throughout history, the worldโ€™s most successful cities have invested boldly in transportation, not simply to solve todayโ€™s congestion, but to unlock tomorrowโ€™s opportunities. Cape Town's unfinished foreshore freeways have been a decades-old scar left on the Cape Town Skyline due to poor decision-making. The Capetrain Express project offers a more inclusive, sustainable and economically sensible alternative to completing this freeway, while freeing up valuable land for development. The unfinished Foreshore Freeway presents Cape Town with a once-in-a-century opportunity to decide what kind of city it wants to become. Rather than spending billions of rand completing a twentieth-century freeway that primarily benefits private vehicles and merely shifts congestion from one bottleneck to the next, the precinct should be transformed into a high-capacity public transport corridor anchored by an elevated rail viaduct.

A rail investment would move vastly more people through the city, support transit-oriented development, unlock new housing and commercial opportunities, reduce traffic congestion and carbon emissions, and directly advance Cape Townโ€™s stated objective of achieving 75% of commuter trips by public transport by 2050. Most importantly, it would help dismantle the enduring legacy of apartheid spatial planning by dramatically improving access to employment and opportunity for communities historically isolated on the urban periphery.

Ultimately, the choice before Cape Town is not simply whether to complete an unfinished freeway. It is whether the city intends to invest billions of rand in reinforcing yesterdayโ€™s transport paradigm or in creating the integrated public transport network required for the next century. One approach preserves the status quo. The other fundamentally reshapes access to opportunity, economic growth, and spatial justice for generations to come.
